Maternity insurance is a social insurance system that gives life support and material assistance to working women who temporarily disrupt labor because of childbearing.As an important life support for women and newborns who are suspended,the level of maternity insurance is directly related to the living conditions of women and newborns,the health of the population and the pressure of family rearing,and has a significant impact on the quality of new population,the sharing of medical reform and the willingness to fertility release.As foreign employees have benn bringing into the scope of maternity insurance coverage and the higher level of reproductive health care subsidies,Shanghai maternity insurance protection level has been improved.As the mega-city of high fertility burden,low fertility and early development of maternity insurance,the current level of maternity insurance in Shanghai,how can meet the needs of fertile women and their families?Is the dynamic mechanism of maternity insurance protection level adjusted and is it synchronized with socio-economic development?These are questions that need to be explored and answered.This article first through the policy combing and literature review,clear the development of maternity insurance in Shanghai level and the status quo;secondly,through the questionnaire survey found that Shanghai maternity insurance on the fertility of the population protection and problems;Thirdly,combining with the academic achievement and the content of this paper,we can determine the index system which reflects the protection level of maternity insurance in Shanghai,and make a more comprehensive calculation of the level of maternity insurance in Shanghai.Finally,through the analysis of the level of protection of maternity insurance in Shanghai,the reasons for the existence of exploration,on the above recommendations.Maternity insurance coverage in Shanghai is low,since 2005 perennial hovering around 62%level,and did not grow with the social and economic development,whose coverage is relatively limited and the social members’ will is high;at the same time,maternity insurance coverage rate relative level,the level of coverage growth rate and coverage rate of growth in the various types of insurance are in a lower position,the development rate is lower than other types of insurance;The average level of fertility allowance in Shanghai is growing at an average annual rate of 10.64%,and the average annual growth rate of all women is 10.37%.In the relative level,the minimum fertility allowance allowance can not meet the basic level of maternal and neonatal Living demand.Fertility allowance growth rate is lower than the per capita consumption level of residents,the average wage and other indicators of the growth rate,and social and economic development of the synchronization to be strengthened;Shanghai fertility medical expenses subsidies since 2004 for many years not adjusted,the subsidy standards are low,the scientific dynamic adjustment mechanism is not perfect;the security level of fertility medical subsidies to women is around 40%-50%,the overall security level is low and fertility medical expenses burden is relatively high;The supervision of the insured is not strong,the employer’s insured consciousness is poor,the treatment criteria are determined and the adjustment mechanism is not perfect,etc.is the main reason for the existing problems of Shanghai maternity insurance protection level.Based on this,this paper recommends:the implementation of maternity insurance insurance supervision mechanism to speed up the maternity insurance into the pace of implementation of medical insurance;and the establishment of residents’ consumption levels,the average wage and other social fertility allowance adjustment mechanism;establishment and fertility medical expenses Appropriate subsidy standard adjustment mechanism.
