A Research On The Maternity Insurance System Of Shanghai Floating People

Maternity insurance is an important component of the China’s social insurance. Since thefounding of the PRC，the maternity insurance system has been protected the health andthe basic living needs,which provided the necessary material assistance and socialinsurance of female workers during maternity.Because of reform and opening, in the past30years China’s economic got rapiddevelopment, industrialization accelerate the level of labor mobility frequently. At themoment, the number of floating people increased who migrated with a family unit, at thesame time the floating people in the proportion of women increased year by year. The newsituation led to the floating people reproductive behavior urbanized. The problems of poormedical care, too high cost, lack of neonatal health care services had been exposed.Therefore, establishing a scientific maternity insurance is necessary to protect women’sequal right to enjoy to maternity insurance, it is necessary to reduce the rising rates of birthdefects and improve the quality of China’s people fertility too. It is also very necessary toestablish a harmonious society in China.The paper analyzed the necessity to establish the maternity insurance system for thefloating people. Make clear that since the establishment of PRC Labor Law and the pilotscheme Law of Enterprise Employees maternity insurance in1994, Shanghai had adjustedand reformed the maternity insurance system. Based on the empirical research, the paperdiscusses two core issues in maternity insurance system which is the model of maternityinsurance fund contribution and the level of benefits.The paper made shanghai as a base to conduct extensive investigations research，onthe base of date collection and date processing, the paper analyzed the influence factors ofthe floating people participants will by SPSS16.0, which the multiple regression modelwas constructed. The research made the floating people actual maternity insurance needs asthe starting point, taking into account the current relevant provisions of urban women workers maternity insurance system, by which build the payment mode of maternityinsurance system for migrant people, then used Monte Carlo simulation method tocalculate the income and expenditure of the maternity insurance fund in order to verify thefeasibility of payment mode. At last, the paper proposes a solution in establishment thematernity insurance system for migrant people.
