| China's "three risks on help" medical security system,made our country entered the era of universal health care,but with the development of economy,the increase in the population flow,the coexistence of diverse system of urban and rural segmentation,the pattern already can not adapt to the needs of social development,so the reform of medical insurance system become inevitable.Breaking urban and rural household registration limits to establish a unified urban and rural residents for medical insurance system and improving the level,is the first step to establish a unified national health insurance system.In January 2016,the State Council promulgated the paper "about the opinions of the integration of urban and rural residents basic medical insurance system",requiring the provinces must put the the integration of urban and rural residents health care work on schedule.Dongyang,belonged to Zhejiang province,has formally established the basic medical insurance system for urban and rural residents on July 1,2013 and by the end of 2016,more than 650000 people have joined the plan.This paper take it as the research object to research on the problems existing in the operation of system and give some advice.First,by taking the payment system,pay levels of development as the background,combined with the data obtained from Dongyang Health Care,the paper analyzes the system's running condition in three respects:capture to expend,compensation and fund balance.Then,according to the deeper date analysis,the paper find that the system has some problems such as population burden differences,fund balance of payments imbalance.To analyze the causes of these problems,the first is the system service coverage is too narrow,the second is people are not familiar with policy,and something else.So if we want to further perfect the system,we must expend the system's coverage,strengthen the ability about fund forecast,increase the publicity of policy and strengthen system design ability. |
