With the rapid development of economy and society around the world,energy poverty,as one of the three major challenges of the world energy system,is widespread around the world,especially in developing countries,and has a serious impact on social life.The International Energy Agency expects that by 2030,one billion people worldwide will not have electricity and 2.6 billion people will not be able to use clean cooking fuels.China as the second largest energy consumer,there are about 423 million people rely on the traditional biomass energy,the World Health Organization data show that China's rural burning stove dust pollution caused 30 million people died early each year.Therefore,it is imperative to alleviate energy poverty.However,to alleviate energy poverty,firstly,we must understand the energy poverty,and accurately assess the energy poverty.There are two issues,one is the connotation of energy poverty,and namely the factors that analyze poverty;the second is the way of poverty assessment,that is how to distinguish energy poverty.In this paper,we did the research about all those questions.In the first part,doing a research on define the concept and assessment methods of energy poverty;finding out the existing assessment of energy poverty is ignore the differences in energy poverty individual,making a clear boundary of poverty and energy poverty.In order to make up for the shortcomings of the existing research,we introduced the Capability approach of Amartya Sen.Introducing the main content of Capability approach in the second part,the rationalization and advantage in using the Capability approach to analysis the energy poverty.In the third part,through the reconstruction of energy poverty assessment space and assessment methods,we build energy poverty assessment system.First of all,choosing energy-related economic conditions,living conditions,health status,social opportunities,protective protection as a basic functional activities to build energy poverty assessment space.In order to analyze and verify the above evaluation space,the evaluation model used thehousehold energy structure,the functional activity and each descriptive evaluation index to built assessment of spatial efficacy models.Considering the ambiguity of each descriptive assessment indicators,the fuzzy set method is used to construct the energy poverty index.In the fourth part,using rural areas in Yunnan Province as an example to carry out energy poverty assessment system.Through the empirical results,it is found that the load factor of the energy subsidy satisfaction to the protective protection is only 0.247,so the index is canceled in the descriptive nature of the protective protection.The other selected functional activities and capability,functional activities and their descriptive indicators,characteristics and feasibility of the ability all have clear positive correlation,which can fully support the construction of this evaluation space.In the assessment of the rural areas of Yunnan Province through the use of the Energy Poverty Index,it found that there was economic poverty in the research area,but the degree of energy poverty was not very serious.In theory,this paper expanded the understanding of energy poverty intension and the fuzziness and the multidimensionality of energy poverty;in practice,it provided a systematic and feasible energy poverty identification method.The empirical results,this paper aimed at relief of the energy poverty put forward the corresponding policy recommendations: strengthening the protective protection,establish energy poverty family panel database,building of legal system to reduce energy poverty.
