The Boundary Effect Of The Bangladesh-China-India-Burma Economic Corridor And Its Transformation

In the third Plenary Session of the 18 th CPC Central Committee decided that: accelerate the pace of opening the border,allow the important border port,border city,economic cooperation zone can implement special methods and policies in the spects of personnel exchanges,logistics and tourism,accelerate with the neighboring countries and regions can interconnect in frastructure construction,promote the construction of Silk Road Economic Belt and twenty-first Century maritime silk road,formation a new pattern of all-round opening.The BCIM economic corridor is an important part and key point of " the belt and road initiative" construction,which has a rather important position in the construction of " the belt and road initiative ".The construction of the BCIM economic corridor is a new attempt for developing countries to carry out cross-border economic cooperation.It is based on the consensus of the four countries and common interests and goals.At the end of 1990 s,it was proposed by the Yunnan academic circles,initiated the CIBM Economic Cooperation Forum in 1999(later renamed the BCIM Economic Cooperation Forum),the "Kunming initiative" is played a role in promoting the research about the BCIM economic cooperation.At the May 20,2013,during Li Keqiang's visit to India,China and India issued a joint statement,the official name of the BCIM Economic corridor.Since then,in a variety of formal occasions,the four countries have expressed confidence and good expectations in the construction of the economic corridor.This paper is based on the development present situation of the BCIM economic corridor,and the research on cooperation of BCIM economic corridor area is from the boundary effect in order to have a clear understanding to the boundary effect on the economic corridor,then analyzes the factors influencing the boundary effect,so as to explore the BCIM Economic Corridor give full play to the path and reduce the mediating effect of shielding effect to promote the national economic and social development level at new external opening conditions.This paper is divided into the following parts: Part I: introduction.The background and significance of BCIM economic corridor construction,pointed out the research ideas and methods,and related research at home and abroad,review the related research of the BCIM economic corridor,and put forward the focus and highlight of this paper;The second part: the theory of boundary effect and its development.This paper mainly deals with the concept of the boundary effect,including the meaning,type and measure.This paper provides the theoretical support for the conversion of the border effect through three related theories;The third part: the basic situation of the development of the economic corridor.First of all,understand foreign trade of BCIM,then summarizes the general situation of BCIM economic corridor construction from two aspects,including the barrier effect and the mediating effect,and points out that the boundary effect is a problem;The fourth part: the empirical analysis on border effect of The BCIM economic corridor.Panel data show that there is a border effect in the economic corridor,and then use the trade gravity model to analyze the influence factors of the border effect,and draw the conclusions of the unbalanced development of trade and low degree of freedom of trade in the region;The fifth part: Using the successful cross-border economic cooperation zone in China,to explore how to overcome the shielding effect of regional cooperation,and transform it into mediating effect,lay the foundation for the economic corridor construction;The sixth part: on the basis of theoretical and empirical analysis in this paper,combined with the development experience of international cross-border economic cooperation zone,to offer the way on the BCIM Economic Corridor construction.Mainly from the policy support,financial support,factor mobility,infrastructure construction,etc.
