Research On The Impetus Of Foreign Trade Development In Jilin Province

With the economy downward pressure,motivation on the supply side became a positive way to stable the economy.Since the reform and opening up,China made a rapid economic growth based on the three carriages "investment,consumption,exports".However,with the current global economic downturn and the weak market demand,China's foreign trade development is facing new challenges and opportunities.The economy of the Northeast has always been criticized,especially Jilin's foreign trade balance resulting in a persistent deficit for 20 years.This international economic background can be considered as the best way to break the foreign trade deficit.This paper mainly studies the motive force of Jilin's foreign trade development from the supply side,with references to the experience in foreign trade development of inland provinces such as Guangxi,Xinjiang and Shanghai,and through a VAR model based on the data of Jilin province from 2000 to 2015,it shows the impact of Jilin province's technological innovation output,the proportion of employment in producer services and the government's foreign trade intervention effects on the development of Jilin's foreign trade.The empirical results show that the output of technological innovation is the largest contribution to the development of foreign trade,followed by the government's foreign trade intervention,finally,the proportion of employment in producer services.At the same time,the results show the dynamic characteristics of these factors in the process of promoting the development of foreign trade in Jilin province:the technological innovation output and the proportion of employment in producer services on the overall are characterized by a certain degree of periodicity,while the government's foreign trade intervention's feedback is likely to be fairly rapid.Nevertheless,the effect of these policies is not relevant in the long term,mainly because of the two reasons:first,the international market demand is not strong;and second,the product differentiation is not efficient and the level of technological innovation is fairly low.In conclusion,this paper advances some suggestions to enhance the capacity of Jilin's foreign trade export,for instance introducing measures to strengthen the technical innovation process with the aim to arouse the enthusiasm of enterprises on technological innovation;implementing the relevant policies in order to shorten the cycle process of the technological innovation output;improving the professional level and ability of employees in producer services;reducing pressure on new product development,input market,capture market and personnel training process,as well as shortening the process of enterprise strategy in the international market.
