Output Effect And Influencing Factors Of Forest PES Research In China,which Based On The Regional Difference Perspective

The deteriorating ecological environment has become a bottleneck problem of human existence and development.In this background,humans began to explore the sustainable development.As a effective method to improve the environment and promote the harmonious development.The ecological compensation is widely used at China and abroad.Ecological compensation in China began in the 1980's,the central government and local governments of all levels begin to carry out a large number of engineering,ecological compensation also held in-depth discussions on the academia.As the main part of terrestrial ecosystem,Forest ecological compensation policy is a class that attract most attention from researchers and policy makers,and also the biggest,effective,sustained in ecological compensation branch.When the macro analysis of the whole ecological compensation effect is difficult,the analysis of forest ecological compensation effect have some extent represents for overall ecological compensation policy.Since the 1990's,the national implementation of returning farmland to forest,three north shelter belt project,aggregate natural forest resources protection project of the Yellow River and the Yangtze rive,pearl river basin shelter forest system project and other large forest ecological compensation,and get a good effective.From the perspective of the regional scale of research,the research and analysis of the factors effect of forest ecological compensation that have effects on ecological compensation methods are divided into two categories: first is the micro level through the questionnaire survey and combined with some evaluation methods of quantitative and qualitative evaluation,this kind of analysis of the direct effect is obvious,and have strong guiding for the area,is the mainstream of the current ecological compensation effect evaluation method,but the cost is high,few researchers have such conditions;second,it is listed status and the qualitative analysis of macro level,or be simple description statistics,low ratio of this kind of research.Our country's ecological compensation is a typical government leading ecological compensation,policy makers need to macro research support when do a Policy making.And by development of the ecological compensation in our country,the status about absence of data is improving,already have some macro research conditions.Under existing conditions,this paper tries to study our country's forest ecological compensation output effect from the perspective of spatial differences,and the causes for spatial differences in detail.1.first of all,some related concepts in the field of research on ecological compensation is defined,introduce the theoretical basis and the theory of ecological compensation policy implementation.2.Then,combing the existing achievement about ecological compensation and effect evaluation,and make comments to the existing research.3.Under the condition of existing,Offered to forest ecological output as the evaluation means of forest ecological compensation effect and prove its scientific nature.According to the ecological value tab,we calculate the 2005-2014 forest ecological output value in monetary form.Use with complementary effect of Gini coefficient and Theil index,are analyzed regional difference in detail of the forest ecology produce,Forest ecological product per capital and density.4.Finally combining with existing research lists likely affect factors for ecological output and density and per capital output,based on the four years panel data from2011 to 2014 to empirically the influence factors of forest ecological compensation,and break down each factor's contribution to the regional differences based on the regression equation according to the year.The main conclusions of this paper:1.In China,forest ecological economy has significant regional differences,the regional difference of China's forest ecological output have a trend that first rise and then fall.2.The regional ecological output,per capita;quantity,density value in 2005-2014 period have undergone a process of growth,finally some fall back.3.Overall,quantity of forest ecological output per capital and density of the regional difference is the biggest difference in central area.4.Forest ecological investment,regional population scale,local environmental regulation and the regional environmental publicity have a significantly affection for forest ecological output.5.Forest ecological compensation investment and local environmental regulation is the main factors that influence the output of regional inequality.Among them,the financial scale and the population density is the main cause of regional difference of per capita output.Forest ecological compensation investment and environmental propaganda is an important factor leading to regional differences in density of the output.
