The Ecological Non-commercial Forest Compensation Policy Performance Analysis And Appraisal In The Mountainous Area Of Beijing

With the development of economy, the role of the environment protection increases. In order to construct the safeguard of greening the mountain region and improve the ecology and environment in Beijing city, the government began to put forward the ecological non-commercial forest compansation policy in 2004, with the objective of constructing the perfect ecological non-commercial forest compensation machine. The background of this dissertation is that the ecological non-commercial forest compansation policy was put into force and the correlative study. On the base of drawing lessons from other countries and investigating the policy makers, policy implementor and the other stockholders, the dissertation analyze the status and the implement effect of the ecological non-commercial forest policy.The main contents and the primary innovation of the dissertation are to propose the framework of evaluation the ecological non-commercial forest compensation and develop empirical sudy, which according to the constructive standard of national priority non-commercial forest, the theories of evaluating the forest eco-benefit and policy evaluation.At first, forming the evaluation index system, which contained qualitative and quantitative indexes. At second, evaluating the ecological non-commercial forest compensation policy by the method of social survey, Delphi method and multilevel analysis method, which were from four points of the view, such as policy objective and planning, policy strategy planning, policy management and policy implement result. At third, developing and sorting the indexes which influenced implement result of the ecological non-commercial forest policy, by analysising the effects of he ecological non-commercial forest policy and evaluating the GSR concept model. At last, the writer gave out the degree of satisfaction of the ecological non-commercial forest policy was 70.42%, on the base of comparative and sorting analysis on the policy effect in the different region.The dissertation has the conclusions as following: (1)the effect of the ecological non-commercial forest policy is remarkable;(2) the ecological non-commercial forest policy in mountain region needs improving;(3)the system of compensting policy is forming;(4)three factors prevent the improvement of the policy.In order to improve the the ecological non-commercial forest policy in mountain region in Beijing, the writer proposes some advices on the management, the compensating standard and the allotted time of compensation.
