Research On PPP Investment Mode Of Urban Infrastructure Construction Of In Henan Province

With the economic development of Henan province into a new stage,the pace of urbanization continues to accelerate,the surge in urban population,for the construction of Henan's infrastructure has put forward higher requirements.However,starting from the Henan provincial government point of view,the construction of city public infrastructure has a long cycle,high cost of investment,its construction and operation requires a lot of capital,relying solely on government revenue is far from meeting its own development needs.Therefore,the use of PPP(Public-Private-Partnership,a public-private partnership)mode to broaden the financing channels infrastructure,encourage more social capital to participate in construction,insufficient funds will become aware of weapon.In the context of urbanization,the introduction of PPP model in the construction of public infrastructure,on the one hand,can solve the pressure of government funds;on the other hand,the public can get more efficient public services.After a systematic review of the literature and related theories of the PPP model in the field of infrastructure in China and abroad,this paper defines the concepts of PPP and urbanization.The paper analyzes the current operation of urbanization and PPP mode of the present situation of Henan Province systematically,lists the existing problems in the development process.The objective necessity of choosing PPP model in the process of urbanization in Henan province is analyzed.This paper analyses four problems of urban infrastructure construction investment mode of PPP in Henan province: unclear responsibilities and high investment risk,limitation of market access standards and authentication mechanism,being short of investment return mechanism and withdrawal mechanism,lack of policy propaganda and government guarantee mechanism.Based on combination of theoretical analysis and PPP project management empirical analysis,this paper put forward the reasonable implementation path of urbanization infrastructure construction investment mode of PPP in Henan province from the four aspects: clear responsibilities and building risk sharing mechanism,clear market access standards and establishing of project selection mechanism,perfecting investment return mechanism and ensuring social capital exit channel,comprehensive implementation of PPP investment mode with policy guarantee.
