Basing on the bad living environment of pastoral areas, grassland degradation, the raising costs of livestock breeding, the declining of livestock products' price, and the income of herdsmen in the trouble, the herdsmen need to organize effectively to recombine the factors of production. They need to implement specialized division, and mutual-aid and cooperation to stand out the grassland characteristics of livestock products so that they can cope with fierce competition from domestic and foreign products and achieve increasing income in the Grassland ecological protection. However, herdsmen professional cooperative is one of the Effective organizational form which can achieve the goal.Through the survey, the fact is that herdsmen professional cooperatives are not universal to compare with specialized farmers cooperative. Therefore, this paper collects relevant data, and then using Binary Choice Model analyses the factors that influence the decision making of the herdsmen to join cooperatives. The research shows that the cultural characteristics, whether or not the village cadres, animal husbandry income accounted for the proportion of household income, the proportion of forage for household expenditure, whether or not hiring, which has positive influence to join the cooperatives. But the scale of farming, and the market price of sheep have a negative influence to join the cooperative. Therefore,it is an effective way to promote the development of the herdsmen professional cooperatives, such as to strengthen the training of the new herdsmen,to improve the education level of the herdsmen,to stimulate the leading role of the cadres, and to strengthen the propaganda and demonstration effect of the cooperatives.
