Research On The Condition Of "Housing Ticket" Policy In The Reconstruction Of Shanty Areas

Shanty towns are special areas appear in the process of urbanization,of which the infrastructure is imperfect,the living environment is dirty,messy and poor,and many buildings fall into disrepair.This not only brings great inconvenience to the residents,but also affects the integrality of urbanization.As a problem hindering the new urbanization,the shantytowns are drawing increasing emphasis from central and local governments.In 2016,the government of Dongsheng in Ordos has innovatively put forward the "housing ticket"policy relocation mode during the shantytown rebuilding according to the order of "relocation before requisition".The exercise of housing ticket policy not only satisfies the various demands of residents living in the shantytowns,but also symmetrically settles a series of issues,for example the destocking of real estates,the "unfinished" establishment of real property projects,the housing property right registration.However,disadvantages also remain in the implementation of the housing ticket policy,namely that the policy formulation carries high volatility,and the enforcement faces insufficient supporting facilities of labors,materials,money.The interests of shantytown residents can only be realized by reinforcing the legal guarantee over the housing ticket policy and complementing the supporting facilities.This artical is based on the policy implementation theory,and it analyzes the factors that affect the effective execution of the policy.The current situation of housing ticket policy in the condition of shanty areas in Dongsheng is summarized firstly,then the author analyzes some problems and their reasons in the process,from the contents of housing ticket policy?housing ticket policy implementation?stakeholders three aspects,through literature research,interview method and field research.By learning from domestic and foreign experiences,the author puts forward some suggestions to optimize the housing ticket policy,from improve the policy implementation plan?optimize the policy implementation mechanism?strengthen the protection of the rights and interests of policy stakeholders three aspects.The housing ticket policy in the reconstruction of shanty areas of Dongsheng is a new approach,hoping that the future shanty towns can learn from it to reconstruct.
