Study On Compensation And Resettlement Policy For Renovation Of Shanty Towns In Binhai New District Of Tianjin

As a necessary content of development of the housing guarantee system,shantytowns transformation is the product of the coercive measures taken by the government for market intervention and protection of people’s livelihood,showing vital significance to the urban development.During the renovation process of shanty towns,the most important part is the compensation and resettlement for expropriated people.Therefore,the key issues which should be considered by the government are that how to make the compensation and resettlement policy more suitable for the current situation of urban development,meanwhile,promote development of the whole area on the premise of satisfying the maximum interests of each party and effectively improve the urban environment and people’s housing conditions.This thesis focuses on the shantytown transformation in Binhai New District,and investigates the corresponding compensation and settlement policy.First,the research data is collected with the use of qualitative methods of consulting domestic and international research materials,visiting shantytown,interviewing with levied person and consulting with relevant staffs.Then some problems in compensation and settlement in the shantytown transformation of Binhai New District are summarized.Additionally,SWOT model is constructed in which the internal strengths,weaknesses,external opportunities and threats of the compensation and settlement policy for shantytown transformation of Binhai New District are analyzed in detail.Finally,corresponding improvement suggestions are proposed according to the research findings.These suggestions include increasing policy influence with shantytown transformation as an opportunity,realizing optimal allocation by adjusting personnel in implementation organization,expanding resettlement mode to satisfy the requirement of the public on housing,establishing various financing methods to guarantee the capital circulation,adjusting detailed policies to improve internal weaknesses,accelerating adjustment frequency of land benchmark pricing;broadening opinion expression channels,building petition risk pre-warning mechanism and multiple promoting platforms.All these suggestions are expected toperfect the compensation and settlement policy for shantytown transformation in Binhai New District and provide reference for other regions in China.
