China's public offering of fund has been shouldering the heavy responsibility Since its birth,it is expected to help individual investors to invest, make the governance of listed companies more standardized, and lead the stock market.Due to the policy protection and good market, public offering of fund grows rapidly. In 2012,as its the monopoly status broken, the public offering of fund raised funds faced fierce competition.Due to regulatory gaps, the fund subsidiary grew explosively, and became a breakthrough in the development of public funds. But it is not standardized with a lot of problems, including the event of default,so the CSRC made new regulations to regulate the development of the industry,to make the fund companies return to asset management, and to promote the healthy development of the industry for a long time.In this paper,we will study two new regulations, study the private equity funds, and the United States mutual funds,to make some development suggestions for the public offering of fund.First of all,the fund subsidiary should adjust his business, cut some business such as the pool of funds and channel business, regulate some business such as the investment adviser, accelerate some business such as PE and ABS.Parent companies and subsidiaries should avoid horizontal competition.Secondly, the public offering of fund should learn from PE fund in the regard of the rapid reflection to the market, product designing, and income mechanism. At last,China's public offering of fund should learn from the U.S.mutual fund's experience about Attracting long term institutional investors represented by pensions with Steady income of FOF,energetically investing in the global market to diversify risk, and providing more quality services to investors through financial innovation in science and technology.
