Comes as the knowledge economy era,knowledge has become a core strength for an organization's sustainable development.In order to get continuous development power,all sorts of organizations are actively introducing knowledge management idea.As the key of knowledge management,knowledge sharing plays a crucial role in helping an organization to get sustainable and healthy development.For enterprises,knowledge sharing can help them improving their core competitiveness on the basis of consolidating the market position,while,for government,timely and effective knowledge sharing can help it to provide better public service for the whole society.Now,many researches about the factors of knowledge sharing are based on the Theory of Planned Behavior,which lack of the consideration about dependent variables of knowledge sharing attitude.As a development and supplement of past researches,this study takes Self-Determination Theory and Social Capital Theory as the theoretical framework,based on the literature of the influential factors for knowledge sharing;this paper constructs a knowledge sharing model from two aspects,including personal motivation and organizational socialization.Individual intrinsic motivation factors cover three variables,including public service motivation,ready to help others and knowledge self-efficacy;extrinsic motivation factors cover two variables,including reciprocal norms and the external incentive mechanism;organizational socialized factors on the basis of Social Capital Theory's structural dimension,relational dimension and cognitive dimension can be divided into three variables,including social network relationship,trust,and organizational identification.To test the reasonability and universal applicability of the organizational knowledge sharing model,this paper puts forward research hypotheses for both enterprises and government.This research mainly takes the questionnaire survey method to collect data,and uses SPSS software to do multiple linear regression analysis between variables,then according to the results of data analysis to do hypothesis testing.The research results show that there are seven factors significantly promoting enterprise knowledge sharing except public service motivation factor;for government,all other seven factors show a significant positive correlation with knowledge sharing except external incentive mechanism factor.Meanwhile,for enterprises and government,the specific contribution level between independent variables on organizational knowledge sharing is quite different.Finally,by analyzing and explaining the differences in knowledge sharing between enterprises and government,this paper puts forward some countermeasures and suggestions about promoting organizational knowledge sharing for both enterprises and government.
