Research On The Development Strategy Of Yeda State-owned Assets Management Corporation

In 2014,the new "budget law" and the "State Council on strengthening local government debt management opinions" issued,which divested the government financing function from the financing platform.As a result,it's the key issue how to do the transformation for those platforms since they lose the main responsibilities.This paper integrates the theories of strategic management and takes the Yeda State-owned Assets Management Corporation as the research object,which is the largest financing platform in Yantai Development Zone,to do the study on the development strategy of the company.The business scope of this corporation includes the resettlement housing construction development,infrastructure construction,property management,bonded port management,shipbuilding,etc.The subsidiaries would like to enrich the assets of the parent company and the cash flow,in order to expand the company size and optimize each sub-company resources allocation to improve the government financing ability.However,the management of the subsidiaries are mutually independent currently without closed correlation,which means it's not the real group corporation system.For the obvious government financing platform identity,and under the new policy,transformation is also the big challenge for the corporationFirstly,this paper introduces the outline of the company and analyzes the internal and external environment.The internal environment description focuses on development progress,corporate governance structure,organization structure,operation status and financial condition;the external environment introduction mainly includes macro environment,regional environment and the main industry status.Then,using the SWOT analysis method to do the matrix analysis.In this paper,the primary strategy of the company should be playing to their own advantages and aim to be the regional development supporting service provider,which means to focus on the development of the main industry business first,and then to develop each subsidiary's tactics and milestone.Finally,this paper concludes the key suggestions of the company development to ensure the implementation of the strategy,mainly from the government support,organizational structure,resource reorganization,financing guarantee,human resources,risk control,corporate culture,and brand building and so on.
