Research On The Efficiency Of Regional R&D And Influencing Factors In Henan

Nowadays,R&D innovation is very important for the national and regional economic development,and many local governments and enterprises increase R&D investment to promote local economic development.Although China's R&D investment has been growing rapidly in recent years,Henan Province,the core of the Central Plains Economic Zone,occupiesa low-level R&D investment in the country,and the development of its R&D activities is also worth further Research.With the current supply-side reform,the study of regional R&D activities in Henan Province plays an important role in taking measures to improve the regional R&D efficiency,promote the regional economic development of Henan Province and narrow the economic gap with the developed provinces,theoretically and practically.In this paper,based on the panel data of various cities in Henan Province and various types of units,the R&D inputs and outputs of various cities in Henan Province and the various types of units are analyzed chronically and spatially in recent years.Then,according to the stochastic frontier model,This paper analyzes the R&D efficiency of Henan Province and analyzes the R&D efficiency of various types of units in Henan Province,and analyzes the time trend of R&D efficiency,and then builds the panel data model to study the influencing factors of R&D efficiency.Finally,the nonlinear effect of the explanatory variables on the efficiency of the research and development is analyzed by introducing the interactive effect,and the influence of the influencing factors on the R&D efficiency under different efficiency levels is analyzed by the quantile regression analysis method.The main results of this paper show that Henan Province with the large population of China owns relatively abundant R&D personnel expenditure,but the proportion of patents in the country is lower than that of R&D investment.R&D inputs and outputs in various regions of Henan Province are mainly represented by Zhengzhou as the center and Luoyang as the deputy center.The input and output scale of each region are showing a rapid upward trend.Henan Province R&Dinnovation activities are currently the performance of the declining scale,a small number of prefecture-level cities' R&D efficiency is very low,urgent to be improved.R&D efficiency is in the performance of the rising trend chronically,while the efficiency of regional cities are different;The R&D funding has not played a role in promoting the regional R&D efficiency of Henan Province,instead,it is not conducive to Henan Province to a certain extent.The higher the proportion of women in R&D personnel,the higher the efficiency of research and development,and the development of financial system is conducive to the improvement of research and development efficiency;Gender,financial development,labor input,capital investment will have a certain degree of impact on the effectiveness of government R&D funding.The coefficients of the variables gov,male and fd are all changed with the change of the research and development efficiency,and the performance of the variables is positive when the research and development efficiency is low.When the research and development efficiency is high,the effect of efficiency is negative.But there is a big difference between this effect and the turning point from positive to negative.Government R&D funding will have a greater crowding effect,more than the squeeze into the effect,which also leads to the reduction of R&D output.The higher the proportion of female R&D personnel,the higher the level of financial development of local units more conducive to increase their own R&D capital investment,thereby enhancing R&D output and efficiency.Relevant policy recommendations include: to take relevant incentives to promote the region's own capital investment;to play Zhengzhou,Luoyang and other regions' leading role in the Central Plains Economic Zone,Zhengzhou and other centers' core role;to support research and development of preferential policies;to actively introduce high-tech in other regions;to absorb research professionals,to reduce discrimination against female researchers,and actively attract high-level researchers;to improve the effective use of R&D capital and the level of financial development in the region;to increase R&D funding for higher proportion of female R&D personnel;To promote the level of women's R&D personnel in the higher proportion of the level of financial development;to reduce discrimination against women R&D personnelin R&D inefficient areas to implement government R & D funding,to developbackward areas of financial institutions and financial systems;There is money to invest to improve its efficiency,and to take direct R&D funding will not play the desired results.
