Research On The Development Of Modern Agriculture Policy By The Chinese Communist Party (2002-2012)

The development of modern agriculture is in line with the general law of world agricultural development;conform to the objective trend of China's economic development.In December 2002,the 16 th Party Congress for the first time clearly put forward the development of modern agriculture as a major task.Since then,the CPC Central Committee issued a series of policy about developing modern agricultural to speed up the pace of China's agricultural modernization,which lay the industrial foundation of constructing a new socialist countryside.This article is based on the historical background of the development of modern agricultural policy.The contents of the development of modern agricultural policy and the theoretical significance and practical significance of the development of modern agricultural policy were analyzed by analyzing the Chinese Communist Party's development of modern agriculture policy from 2002 to 2012.Thus we can develop a clearer understanding on the development of modern agricultural policy since the 16 th National Congress.The paper is divided into four parts.The first part is the first chapter.In this chapter,it mainly points out the theoretical and practical significance of studying the development of modern agricultural policy between 2002 and 2012,and commented on the research situation of this issue in the academic circles,and answered the question of the research situation Research methods,and the main innovations of the paper.The second part is the second chapter which introduces the background of the development of modern agriculture policy.The reason why the Communist Party of China(CPC)was intensive in the development of modern agriculture during this period was mainly based on the reality of China's agricultural development at that time.It can be said that the beginning of the 21 st century,China's agriculture is in the transition from traditional agriculture to modern agriculture.The scale of production and operation of agriculture is too small,the contribution rate of science and technology is low,the socialization of agricultural service is not enough,and theprofessional quality of peasants cannot meet the requirements of modern agriculture.These problems have seriously restricted the development of modern agriculture,affecting the process of agricultural modernization.The third part,that is,the third chapter of the party to develop the main content of modern agricultural policy.From 2002 to 2012,the party introduced a series of policies to develop modern agriculture.These policies can be summarized as the following five aspects,namely the establishment of modern agricultural investment protection mechanism;improve the level of modern agricultural facilities and equipment;strengthen the modern agricultural science and technology support;Agricultural industry system,market system,service system;and build a talent modern agricultural team,and so on.These policies constitute the policy system of the Chinese Communist Party to develop modern agriculture and promote the transformation of Chinese agriculture from traditional agriculture to modern agriculture.The fourth part,that is,the fourth chapter of the party to develop modern agricultural policy to achieve the effectiveness and significance.With the development of the modern agricultural policy of the party to take root,speed up the pace of agricultural modernization,agricultural science and technology innovation and promotion capacity increased significantly,agricultural comprehensive production capacity increased significantly,diversified agricultural development.For the farmers to increase the basic way of income,with Chinese characteristics,modern agriculture picture is showing in front of people.The policy of developing modern agriculture is of great significance to the development of agriculture in contemporary China.It expounds the scientific connotation of modern agriculture and points out the direction of agricultural modernization.At the same time,these policies also provide a new way for farmers to increase their income through the development of agriculture,and provide reliable guarantee for farmers to rely on agriculture to obtain income;and through the development of modern agriculture for the construction of new socialist countryside to consolidate the industrial base for the majority of farmers to achieve the value oflife Vast world.Therefore,the party's development of modern agricultural policy to solve the "three rural" problem provides a new path.
