The Research Of The Urbanization Policy And Practice Of The Communist Party Of China In The New Century

By analyzing the exploration process of urbanization policies of the communist party of China since the new century, in combination with the achievement and probles of urbanization in practice, this study proposes the thought of policy to push forward the urbanization in new stage of new century. In order to sort out the policy of urbanization development of the communist party of China since the new century and to imply the policy of urbanization and promote the development of urbanization Soundly and rapidly in China, this paper analysis on the situation of current practice of urbanization policies of the communist party of China from microscopic perspective, combining with the new form of a type of rural community to explore the new mode of farmers in situ urbanization in Henan wugang.The first part is the background and theoretical basis of The communist party of China exploration of our country’s urbanization policy since the new century. There are international and domestic background in the background of exploration urbanization policy. The theory basis of exploration urbanization policy is theory of urban and rural integration of marxism and urbanization construction theory of the communist party of China.The second part is the theory exploring process of our country urbanization policy of the communist party of China since the new century. It is divided into three parts:to formulate scientific development strategy of urbanization; to set up a economic system which urbanization and industrialization can be coordinated development; the innovation of system framework of urbanization development.The third part is case analysis, to analysis the process of urbanization which is in the main form of construction of new rural community in Henan wugang. Firstly it introduces the basic information of wugang and policy of the new rural community construction, then it analyzes the implementation of the construction, finally it summarizes the basic experience of the construction of new rural community.In the fourth part it discusses the achievements and existing problems of urbanization in our country since the new century. The urbanization achievements of our country mainly include:To form a new path of urbanization with Chinese characteristics, to promote the development of rural economy, to form a group of central cities and specialization towns and to promote the modernization of people. The main problems are: the unharmonious development between urbanization and industry, ignoring the people of urbanization, urban and rural dual system obstacles still exist.The fifth part puts forward the policy thinking of continuing to push forward the urbanization development. Firstly to speed up reform of the system, and actively promote the stable employment and residence of the farmers in urban. Secondly we should put the idea of focusing on the people into the policy-making and practice. Again we should learn from foreign country and to formulate scientific policies of urbanization.
