| Our country as an agricultural country,rural users small loans business,is our country commercial bank’s core business,while brings to our country commercial bank profits,have also brought the operation of commercial Banks operating risk can never be ignored.Different from other large state-owned commercial banks,the Agricultural Bank of China has always been to "the ’three rural’ services in urban and rural areas," for the mission,to provide more quality resources and convenient services for small and medium enterprises and rural customer groups.The development of rural microfinance business users are limited by the whole development of the rural finance pattern,also have a lot of problems at present,the rural economy development and financial industry development are not synchronized,the relevant system is not sound financial institutions,financial products fitness is relatively single,farmers getting loans,loans are not familiar with,and so on.Accelerating the process of agricultural modernization in China,farmers small loans to the rural economy in power under the action of big,also to the agricultural bank becomes increasingly internal buried the hidden trouble.The reform and innovation of rural finance is the core of agricultural development,agricultural income increase and rural economic growth.Mainly embodied in the "three rural issues" farmers,rural credit loans and the phenomenon such as lack of funds.How to solve these problems and focus on the rural financial system reform,put forward the policy to make a reasonable and effective allocation of resources of rural credit and credit supply and demand docking,become the main target for the development of rural finance.The reform and development of rural finance has important influence on agricultural development and rural economic growth.According to the reform and development of China’s rural financial industry,many policies have been adopted and the corresponding financial structure has been formed.But for ordinary farmers,the lack of adequate understanding of the financial product project,due to problems such as lack of funds and credit gold hook caused by slow development of the rural financial sector,the financial market in the formal credit products are mostly rural microfinance products in our country,the rural economy in the process of financial development plays a vital role.To alleviate rural loans,improve the credit needs of farmers and other issues,the development of China’s rural economic development and promote the rural financial sector,to provide more financial support for farmers,farmers and small and medium-sized enterprises in the capital level to treat colleagues,guarantee the income level of agriculture and realize the balanced development of city and rural production level,essential the position in the reform of the rural finance and development.The thesis studies the micro credit and internal control from the case of the Y branch in the Agricultural Bank of China.Five criterions are used in the thesis including internal control environment,risk identification and assessment,control,communication and monitor.The thesis finds that risks of micro credit widely exist in the Y branch:aging account managers;increasing default amount;more and more fake names;lack of communication between account manager and farmer borrowers;big holes of loan united warranty;the delay of default risk and inequality of compensation for account manager.Four recommendations are made in conclusion:improving risk control;enhancing the abilities of risk identification and assessment;smoothing the process of micro credit and internal risk control;improving the communication and feedback;and deepening the abilities of risk monitoring and correcting.Using the case of micro credit in the Y branch,this thesis studies their internal control and existing problems and proposes improvement recommendations.The study contributes to the micro credit and internal control inside Y branch,and is also an important reference to the similar business in the industry. |
