In recent years,global warming has become an important issue for governments all over the world,and it is changing from an environmental problem into a complex problem involving politics,economy,trade and society around the world.As a developing country in the stage of industrialization,China’s growth pattern of high energy consumption,high pollution and low output growth puts great pressure on resources and environment.On the contrary to the trend of low carbon economy,our foreign trade structure always depends on the export of Resource-based products and it’s necessary to be changed.The mechanical and electrical industry including machinery,electronics,automobile,light industry and household appliances is the pillar industry of China’s national economy and the leading industry of international trade and international high-tech products trade.At the same time,the mechanical and electrical products belong to the high energy consumption,high emission and high pollution products.For that reason,europe and other developed countries set lots of green trade barriers in the name of developing low carbon economy which make China’s situation of electromechanical products trade become more severe.Based on the domestic and foreign literatures,the research on the industrial export competitiveness is mainly according to the traditional trade index,which is usually single and general.The traditional method of measuring the export competitiveness of industry not only has some shortcomings in the application,but also does not take the impact of low-carbon economy on industrial competitiveness into account.This paper combines carbon productivity and traditional trade competitiveness index,makes some improvements on the traditional index.And on this basis we build an low carbon trade competitiveness index system which can reflect both the effect of emission reduction and the competitiveness of trade industry system.Then we calculate the Chinese Electromechanical industry’s low carbon trade competitiveness from 1995 to 2014 and the traditional trade competitiveness by principal component in order to find the change of trade competitiveness of China’s export of electromechanical products in consideration of low carbon factors.Then we select China’s main competitor Japan as a reference object,compares the their traditional electromechanical products trade competitiveness and low carbon trade competitiveness,in order to explore China’s real level of competitiveness under the low carbon economy background.So we can predict our country’s international competitiveness more accurately,and provide strategy and reference to enhance our international competitiveness of the industry in the low carbon era.The results show that,compared with the traditional trade competitiveness index,the low carbon trade competitiveness index can measure the international competitiveness of the industry in a more accurate and comprehensive way.The export competitiveness of China’s mechanical and electrical industry measured by the low carbon trade competitiveness index system is different from the one measured by traditional trade competitiveness index.Traditional trade competitiveness index overestimate the level of international competitiveness of China’s mechanical and electrical industry,while underestimated the upgrading of China’s mechanical and electrical industry competitiveness.Although the gap of mechanical and electrical industry’s competitiveness between China and Japan is shrinking,we still need to continue to focus on low-carbon development of technical strategies.In the view of piont,this paper puts forward some countermeasures and suggestions for the development of China’s mechanical and electrical industry. |
