Due to excessive emissions of carbon dioxide and other greenhouse gases, the sharp global climate change has become a hot issue all over the world. Global warming not only impact economic, cultural and social development of humanity, but also damages the natural environment. As a result, the development of low-carbon economy has become an effective model of development. Lew-carbon factors are gradually applied to all aspects of production and consumption, and the pursuit of low-carbon becomes inevitable direction of human development. Low-carbon competitiveness is the direction and focus of this paper.The low-carbon competitiveness is a new concept according to the era of low-carbon economy. Low-carbon competitiveness not only considers the effect of economic benefits, but also balances the economy and the environment. For countries, the low-carbon competitiveness considers low-carbon economy, low-carbon environment and low-carbon community. For businesses, low-carbon competitiveness evaluates low-carbon production and management, corporate culture, technology, and other low-carbon development situation. Therefore, the low-carbon competitiveness can be a better evaluation of the level of international competitiveness for countries and enterprises.This paper uses empirical research and case study to analyze low-carbon competitiveness. First, the author wants to show the development of low-carbon competitiveness are of great significance; then, to study the low-carbon competitiveness from the macro level and micro level. On the one hand, I use gray correlation theory model to analyze the low-carbon competitiveness of China between2006and2010; on the other hand, the author builds enterprise competitiveness index system to evaluate the development of low-carbon competitiveness from the micro level. Finally, the author gives the appropriate policy recommendations respectively.
