Study On Risk Management Of L Motorway Engineering PPP Project

Motorway is an important transport infrastructure,in recent years,the motorway mileage of China continues to grow,but with economic development into the new normal,the construction of motorway will continue to accelerate in the next period.In order to reduce financial pressure and local debt burden,the Ministry of Transport proposed to actively introduce PPP mode in the field of motorway construction.L motorway is the first motorway with PPP mode in Shandong province.Its investment scale is large,the construction period is long and the number of participants is large.There are many risks during the actual operation.The research on the risk management of the project can enhance the level of risk management of social capital and promote the smooth implementation of the project.First of all,this paper discusses a large number of scholars on the risk management of PPP projects in motorway engineering and analyzes various methods;and then according to the relevant principles,to determine the risk identification and risk assessment methods.Secondly,according to the reality of PPP project in L motorway,this paper expounds the characteristics of project risk,and uses the literature research method to identify the risk factor for the first time.Using the Delpi method to identify the risk factor.Using the WBS principle to establish the project RBS,successfully construct the project risk evaluation index system.Thirdly,using the expert assessment method is to score the probability and influence degree of the risk of PPP project in L highway project,using the fuzzy set theory is to process the raw data,establishing the project risk matrix by input the data,and the risk evaluation level is further subdivided by Borda order method.Finally,combined with the results of risk assessment and project resource allocation,research and develop risk response strategies and give specific measures to deal with each risk.
