TL Power Generation Enterprise is a thermal power plant with 2 sets of 600 MW machine units.In the current thermal power market,under the environment of many unfavorable factors,such as: overload and overcapacity,price bidding,1000 MW and higher units were integrated into power grids continuously,etc,the competition pressure of600 MW units increase sharply,so that the enterprise must tap potentiality and increase efficiency,breakthrough from the internal enterprise,increase the enterprise competitiveness by reducing the cost of power generation.One of the most important is fuel cost,it accounts for more than 70% of the production cost of the machine units,while low level of fuel management further increases the costs.With the continuous improvement of the level of automation and computer,more and more scientific and technological products have been applied to industrial production.TL Power Generation Enterprise consumes about 10 thousand tons of coal per day,calculate with market price:500 yuan / ton,the value of coal consumption is around 5 million yuan per day.Through the use of high-tech equipment to fuel management,together with the advanced management theory of business process reengineering and optimization,in the long-term running,the cost of saving is much higher than that of equipment.Therefore,the optimization and improvement of fuel management becomes a subject worthy to study and research.In the current thermal power industry,many problems generally exist,such as: fuel management process is not scientific,process control is not lean,waste is serious,the level of automation is poor,labor intensity is high,and so on.The business process reengineering is used in this article to study and reengineer the fuel management business process,the purpose of this study is to make the fuel management process to be improved to the maximum,improve the working efficiency of fuel management process,extract and summarize data information and provide them to the executives more directly and quickly,minimize waste,and make the fuel the management process to be optimized and improve to the greatest extent.In this paper,firstly,the theory of business process reengineering and lean management is explored in-depth,then an investigation is conducted on the present fuel management situation and the business process of TL Power Generation Enterprise,and based on it,the fuel management problems existed in TL Power Generation Enterprise are analyzed,then in this article,the process reengineering plan,scheme designing and implementation strategy in the fuel management of TL Power Generation Enterprise was puts forward from these aspects: incoming management,measuring management,sample taking,sample preparation,testing,coal storage and transmission process.And through the establishment of fuel lean control center,to integrating fuel management information of whole process,to realize the full automation remote operation,and to achieve the fuelunattended automation operation management.Through the full-automatic integration designing of sample taking & preparation,to achieve the full closed automatic sample taking,sample preparation,testing,and make the process of them more accurate,flexible and efficient,at the same time,it also avoids errors due to human factors.On the basis of theoretical research,to research in depth on site,expect to apply lean thinking,information integration method to the optimization process of fuel management of TL Power Generation Enterprise,to create a good environment for the fuel management of TL Power Generation Enterprises,to realize the automatic and integration of fuel sample taking & preparation & testing,so as to achieve the separation of human and sample,automatic transmission,blind storage and withdraw;To achieve the closed loop supervision of coal into the plant and the centralized control of all aspects of fuel,to simplify management,to facilitate the management of the overall situation,to achieve automatic processing of scrap material,greatly saving the manpower and material resources.Finally help TL Power Generation Enterprise obtain economic benefits,enhance the core competitiveness,and also provide a valuable reference for similar enterprises.
