Study On Risk Evaluation And Control Of Overseas Oil And Gas Exploration Project

In the case of Chinese energy security issues becoming prominent increasingly,Chinese oil companies continue to accelerate the pace— "Going Out".At the same time,"The Belt and Road Initiative",the United States "Asia-Pacific Rebalance" strategy,geopolitical game and so on provide an opportunity to Chinese oil companies to cooperate with other countries in Oil and gas resources.But the project risk assessment and optimal decision-making problems are also increasing.Overseas oil and gas exploration and development not only depends on the geology of resources,oil field exploration technology and methods,but also the resource country political environment,economic situation,investment environment and social environment and many other constraints.with high input,high risk characteristics.This is the current oil companies in China to seek overseas oil and gas exploration project cooperation urgently to solve the problem.In this paper,the "HHM-WBS method",which is a combination of subjective and objective,is used to identify the main risk factors of overseas oil and gas exploration projects.Based on the results of the first-line expert and scholars' survey,this paper selects 8 first-class risk and 27 secondary risk to create evaluation index system.And use the combination of "Delphi Method" and "Entropy Method" to determine the weight of indicators at all levels.Based on the analysis and comparison of the existing risk assessment methods,according to the characteristics of the risk of offshore oil and gas exploration projects,the risk assessment method suitable for the research object is selected,and the three overseas projects of China's petroleum enterprises are analyzed and analyzed economically The results demonstrate the effectiveness and reliability of the assessment method.According to the characteristics of the risk factors of offshore oil and gas exploration project,the risk control measures are put forward from five aspects: risk avoidance,risk prevention,risk transfer,risk retention and risk monitoring.
