Study On Property Right Policy Of Promoting Forestry Economic Growth

Fujian province has been promote a new round of Collective Forest Revolution in 2003 and the reform of state-owned forest work official start in 2006 in YICHUN city,on the basis of forest tenure reform has been carried out nationwide in our country.At this stage,,the main direction of the reform of forest right is also given back the right to people.whether the reform of collective forest or the reform of state-owned forest,which all transferred its partial forest ownership to forestry farmer or forest individual employees.At present,there is no unified opinion on the allocation and arrangement of forest right in china.Which is more effective between public forest and "private"forest,which need to be further proved.So,under this background,we need to analysed different economic subjects how to contribution to forestry economic growth,in order to explore the reasonable way of forestry property right arrangement through the evaluation of the development of forestry economy.and on this basis,aiming at the problems existing in the reform of forest right in our country,this paper puts forward some policy suggestions.This paper is divided into three parts:The first part is the first chapter and the second chapter.The first chapter mainly introduces the background and significance of the research,and made a review of the research on related fields at home and abroad,To provide a theoretical basis for the latter.The second chapter first defines the related concepts,and then give a clear explanation about Institution Change Theory?theory of economic growth and the public goods theoryThe second part mainly includes the third chapter?the fourth chapter and fifth chapter.the third chapter firstly present the Evolution about forestry property rights policy in china,and reviews the arrangement of forestry property rights in different stages,Then on this basis,to reveal the problem which existed in the reform of collective forest rights and the reform of state owned forest tenure.The fifth chapter,the forestry investment in fixed assets non-state part,public economy afforestation area and non-public economic timber production had an obviously ascending tendency with forestry output because of the benefits of reform of forest right,and compared to growth rate,growth in the scale and growth in total before the reform of forestry right,forestry economy get full development after the forest right reform.The fourth chapter set forth the Forestry property right arrangement of the mechanism of the forestry economic growth at first.and then on this basis by using econometric model to analysis the forestry investment in fixed assets in State and non-state part.owned economy afforestation area and public economy afforestation area,the public economic timber production and non-public economic timber production and between this three groups of variables influence degree of forestry production.We has came to the conclusion that forestry investment in fixed assets,non national public economy and the non-public forest area had positive yield and output value of forestry economic wood related,and compared to the other group index influence on forestry output value is more significant.The third part is the sixth chapter,On the basis of combining the empirical results,we can draw the conclusion of this paper,view of the problems that exist in the forest right reform in our country,From the aspects of forest confirmation,forest right distribution and circulation and forest right main body participation to put forward some policy suggestion.
