Research On The Causes And Counter Measures Of Land Petition Problems Based On Spatial And Temporal Dimensions

Land letters and visits is one of the manifestations of social contradictions in the process of urban economic development,which reflects the degree of coordination of economic,social and human development in the process of urbanization.This study collected the land petition in Yongchun County during 2007-2015.After the investigation of references on land petition by domestic experts and front-line staff,773 pieces of land petition cases are classified by the demand analysis method:land compensation,resettlement,illegal land,illegal construction,homesteads disputes,mineral resources management,apply for housing and procedures and other charges.The time and space dimension analysis of the classified data was performed,the causes of the land petition was analized,and the countermeasures for land petition were proposed.The study on the causes of land petition based on spatial and temporal dimensions showed that first,the annual amount of land petition cases charges greatly,vulnerable to special events;secondly,land petition cases is in direct proportion to township distance/driving time,especially since the petition way is visit;third,County Planning Control Area accounted for a large proportion of land petition cases,the primary problem of that is resettlement,land expropriation compensation land petition,the other areas reflect apply for housing land;four,government and individual classes land petition decreased significantly with time,the government,enterprises and individuals classes land petition is proportional to the development of the real estate activity,but there is a certain lag;five,the processing of land petition cases deal by agatanoatae units was a decrease trend,and agatanoatae units deal with most of the mineral tube Rationale,illegal construction of land letters and visits,the township government deal with most of the application of housing,land acquisition compensation.Based on single-two dimension analysis,according to the stakeholder analysis,on analysis of interests and the conflict of interests of land petition which the government,enterprises and the personal are involved in,the formation and development of land petition affected by difference of land-transferring fees,land finance,grassroots cadres the input and output,village organization investment income,the petitioner's investment income and other factors.The paper puts forward some suggestions such as perfecting the system of property rights and the fiscal and taxation system,reforming the land market,strengthening the construction of grass-roots civil servants,Improve the system of villagers'autonomy and guiding the petitioners to petition according to law.
