Research On The Performance Of Yunnan Social Insurance

Social insurance is an important part of social security system in a certain country or region and it guarantees the citizens' rights to exist.It provides a relatively stable source of income for citizens to meet their basic existence needs when they require capital expenditures in case of retirement,illness,unemployment and disability.Social insurance plays a significant role in promoting the economic development,maintaining social stability and social equity as well as constructing a harmonious socialist society in our country.Eighteenth national congress of the communist party of China emphasizes the "twelfth five-year" period to establish and perfect the social equity and security system,basic to achieve universal coverage of social security and the integration of the national social security system,social insurance is put forward to insist on a broad,basic principle of the basic,multilevel,sustainable,and to realize the basic social security system perfect,the system is more perfect,further expand coverage,security level will increase steadily,and basic solved problems left over by history,for the comprehensive construction well-off society provides a level of moderate and steady social safety nets.The purposes of social insurance are to enhance the citizens' risk resistance capacities in their daily production and lives,to make sure that their living needs are met and that the starting point for social competition is relatively fair so as to accelerate the civilization in the whole society.Social insurance pursues social equality and justice,which represents the core value orientation in a harmonious socialist society.As a result,social insurance guarantees a stable society and a long term national security,which is inherent in our harmonious socialist society and has an inseparable relationship with the harmonious development of society.As the urbanization,the aging of population,and the diversification of employment have been intensifying in Yunnan Province,its social insurance is facing multiple challenges in system construction.Although Yunnan Province has seen quite a great achievement in the development of social insurance,there still remains a series of problems,such as an unsound system for social insurance fund,imperfect social insurance systems and so on,these problems impeding seriously the development of the social security undertaking.Therefore,it is of great necessity to analyze the socialinsurance performance in Yunnan Province,both scientifically and quantitatively,to improve the social insurance systems and its management efficiency.This paper introduces firstly the current development of social insurance in Yunnan Province from three perspectives,its development history,its coverage situation and the operation status of social insurance fund.Then the Super Efficiency Data Envelopment Analysis(DEA)Model is applied to evaluate the social insurance performance in Yunnan Province,by way of analyzing three influencing factors respectively,the economic development,the construction of social insurance systems as well as the management of social insurance.At last,it proposes four different solutions to improve the social insurance performance in Yunnan Province,including accelerating the integration of urban and rural social insurance systems,improving social insurance systems,enhancing the management and handling capacities of the relevant departments,and strengthening the government's supervision,regulation and auditing on social insurance fund.
