Evaluation On The Loss Of The Farmland Protection By Farmers In The Main Grain Producing Areas

To maintain the quantity and quality of farmland,the farmland protection has always been the core of land management in China.As the main area of grain production in China,the main grain producing areas bear the heavy responsibility of ensuring food supply,safeguarding national food security and ensuring social harmony and stability.However,as a kind of quasi-public goods,there is externality in farmland protection,which means the ecological and social benefits of farmland protection cannot be obtained by farmers separately.The farmland protection means the loss of the right to development of farmland to non-agricultural land.Farmland protection means abandoning the "extensive" way of cultivating arable land,resulting in a decline in arable land output over a short period of time.The main grain producing areas bear more obligations of farmland protection,it is necessary to evaluate the loss of farmland protection in the present situation of "high productivity but poor provinces",it is necessary to establish the evaluation model to evaluate the benefit loss of farmland protection in order to decide the compensation standard for farmland protection and promote the coordinated development of interregional economy.With the analysis of present situation of farmland protection in 13 major grain producing areas,loss of farmland protection and compensation policy of farmland protection,this paper build the evaluation model of the loss of farmland protection in the main grain producing areas by farmers,which based on the theory of "resource value of farmland property system",combined with the characteristics of farmland quasi-public goods,the theory of externality of farmland protection,the opportunity cost of farmland protection.In the evaluation model there are three kinds of losses in farmland protection: loss of farmland ownership loss,loss of farmland development value,loss of economic value.Meanwhile this paper takes Henan Province as the research site to analyze the loss of farmland protection.The results are as follows:(1)Current situation of major grain producing areas: the grain sown area,per output and total output of main grain producing areas are higher than the national average,the grain production capacity in 2007-2015 has steadily improved,but in 2016 began to decline.(2)The present situation of farmland protection in main grain producing areas: the number of farmland in the main grain producing areas showed a downward trend from 2006 to 2015.(3)The Losses of farmland protection in the main grain producing areas are as follows: the loss of farmland ownership,the loss of the development right and the loss of economic value.(4)The loss of farmland protection by farmers in Henan province: the loss of farmland protection is 38.07 billion RMB,of which the most is the loss of farmland ownership,accounting for 72.6% of the total loss,the loss of the development right and the economic value are fewer,accounting for 13.2% and 14.2% respectively.(5)Suggestions on farmland protection in Henan province: Continuing to promote the quality of farmland and core area of grain production,to implementing the plan of quality protection and promotion of farmland and providing financial support to the grain farmers,are put forward.
