A Research On Reasonable Function Orientation Of Social Insurance Agency

In recent years,with the rapid expansion of the social insurance system,the service demand of the insureds is also rising.That means social insurance service system should be improved.As an important part of service system,social is the carrier of providing social insurance services.The service capability of social insurance agency relates to the development of the whole service system.Unclear property and functions of social insurance agency restrict its capability.In our country the definition of is not clear in laws.The functions of most social insurance agencies contain administration function and service function,dominated in administrative function.As a public institution,the main goals of social insurance agency are public services,public interests,and the demand of society.Now social insurance agencies mainly perform the function of administration,but the service function should be dominated.As the direct service object of social insurance agency,the insured have the rights to judge its service.Therefore,this thesis researches on status quo of its service function performing,from the perspectives of service demands and the satisfaction degree of the insured.Through questionnaire survey and field investigation,problems existing in function orientation and service function performing will be analyzed,and more reasonable function orientation and some policy suggestions will be explored.Through field investigation and data analysis,in the mode of "five social insurances in one"we find that the degree of satisfaction of the insured is high,but there are still some problems,such as unclear service function orientation,low quality of agent staff,the shortage of publicity and other service functions.Through analyzing these problems,five directions of reconstructing function orientation of social insurance agency are be summed up.Guided by the direction of the above five directions,some policy suggestions are put forward.
