Research On Function Orientation And Management Mode Of Zhengzhou Xinzheng Comprehensive Bonded Zone

Since the Shanghai Waigaoqiao Free Trade Zone which was the first Free Trade Zone wasapproved in June,1990by the State Council, the special Customs controlling zones in China have beenprogressively developing over Export Processing Zones, bonded logistic parks, bonded harbor area,comprehensive bonded zones.Finally,, the first free trade area of China-China (Shanghai) Pilot Free TradeZone was approved formally by the State Council in August,2013.Comprehensive free trade zone is a kind of special economic area with the highest open level, themost preferential policies, the most complete functions, and the most simplified procedure in our countryat present.Its development plays a very important strategic significance in promoting the development ofinternational trade and international logistics,and giving impetus to the development of surrounding areasand the increase of the national economy.But our country’s Free Trade Zones still exist many problems in the government managementsystem, such as the lack of a leading mechanism to control and govern the establishment, development andmanage the daily business activities of the bonded areas, and the bull management issues because there aremultiple government agencies in terms of local government administration and management, but the lack ofunified coordination mechanism. In addition, there are other problems about the government managementof the free trade zones, such as old government management idea, relatively backward managementmethods,which can not meet the needs of the development of the bonded areas at the moment. The variousproblems of government management of the bonded zones hindered the development of bonded area andtransformation.It is very important to solve these problems and establish a reasonable and efficientgovernment management system is.This article takes Zhengzhou Xinzheng integrated free trade zone as the research object.First ofall, It defined the concept of the bonded area and free trade area from abroad, including the difficultunderstandings of the connotation of the free trade area of different organizations or meetings, thedefinition and connotation of our peculiar bonded zone, and then it introduces the situation of our country’sother areas under special customs supervision. Secondly, it summarizes the experience of the famous comprehensive bonded zone in China, suchas Shanghai Pudong airport comprehensive free trade zone, Beijing Tianzhu comprehensive free trade zone,Suzhou industrial park comprehensive free trade zone and Tianjin Binhai comprehensive free trade zone.By the analysis of the geographical advantage and the industrial advantage of the Zhengzhou Xinzhengintegrated free trade zone, we can determine that the major functions of Zhengzhou Xinzhengcomprehensive bonded zone are the functions of bonded logistics, bonded processing, trade in goods, andtrade in services.Again, this article analyzes the management status of China’s free trade zone, including the thegovernment management system and the defects and shortcomings of the system.Then, traffic managementmode of foreign free trade area are summarized, which is divided into three patterns mainly. About themanagement model of Zhengzhou Xinzheng comprehensive bonded zone, a new idea is puttedforward,which is the mixed management system.Finally, this article points out that, under the condition of the establishment of the socialist marketeconomic system gradually in our country, the traditional government management pattern already can notadapt to the current national condition, in order to avoid the disadvantages and defects of traditionalgovernment management system, our country is actively introducing reform of government managementsystem which is adapted to socialist market economic system, including the innovation of governmentmanagement mode, the transformation of government function.
