| Nowadays,there have been a fast mounting speed of the construction of rural public infrastructures' investment in the background of accelerated development of urbanization in china.In order to relief the financial pressure,the model of PPP have been popularized by governments at all levels.The paper proposed the theme of projects risk identification and evaluation of PPP project base on the overview analysis of practice development of PPP projects and related study papers,by the idea of the combination study of qualitative and quantitative research.The paper exhaustively recognized the risk factors based on the theoretical study and practice investigation,in which might generate in the lifecycle of project implementation,and built the mode of risk evaluation of PPP project based on the method of Fuzzy Comprehensive Evaluation,to hope to provide some help of project risk management practice for PPP projects in china.Firstly,the paper brought forward the study theme of projects risk identification and evaluation of PPP project base on the summary analysis of development in the field of construction of rural public infrastructures,the development status of PPP projects practice,combined with the review of related theory literatures.Secondly,the paper established a process of risk recognition of PPP project,based on the comparative analysis of common risk recognition methods,with the related theoretical guidance of PPP mode,and concluded the list of risk factors of PPP projects.Thirdly,the paper built a risk evaluation procedure of PPP project with the method of Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation,based on the systematic analysis of fundamental risk evaluation methods,which included evaluation sequence of every risk factor in the evaluation system and complex evaluation of all PPP project.Then the paper gave an empirical research about the risk evaluation procedure which had been built in this paper,and analyzed the result of sequence and complex evaluation. |
