With the development of economy and the creasing of urban population and the progress of engineering technology and the emergence of new materials, urban railway has been becoming one of the most important ways of solving the city traffic problem. However, China’s rail project construction accidents frequently occur in recent years in the process of the rapid development of railway construction because management consciousness of the parties involved in is not enough, the risk management system is not perfect and the control measures are not timely implemented except the heavy builtding tasks and the tight schedule. Fortunately, the construction accidents have caused people to pay great attention to rail construction safety risk.Fouzhou Rail Transit Line 1 is the first railway construction project in Fujian province.For the project owners’lack of management experience and Fuzhou special geological location, the construction difficulty and risk is higher, the risk management becomes more important. Its success or failure will influence on the whole construction of Fujian rail transit in the future deeply,and will have great influence and significance on construction of the coming Fuzhou city 7 rail lines and Xiamen city rail construction. Therefore, the research on its risk management is particularly urgent and important.In this paper, taking Fuzhou Rail Transit Line 1 as the research object, it points out the major security risks existing in the construction of the project. It puts up the project construction safety risk evaluation index system and evaluation model. It draws a conclusion of safety risk grade in the construction project by using the evaluation standard of the security risk. It puts forward the corresponding risk response measures.This thesis begins with the brief introduction of the background and significance of this study. It describes and reviews the relevant research at home and abroad. It has made the elaboration on the risk, project risk and the theory and process of project risk management.Secondly, this paper introduces the general situation and the main construction methods of Fuzhou Rail Transit Line 1 project. Starting from the railway construction units, it aims at risk analysis for construction safety in the subway station construction by using open cut method, and construction of tunnel by using shield method or mine tunneling method. Its construction safety risk source is analyzed and identified. It focuses on the construction of risk source of deep excavation, shield tunnel and mine tunnel as they are the key risk sources of track construction.Thirdly, this paper evaluates the construction safety risk of foundation pits and tunnel engineering by the way of Fuzzy Comprehensive Evaluation Method based on Analytic Hierarchy Process which is responsible for the distribution of all weights. It found the main risk factors and geographical area risk focused. Combined with the engineering risk grading standard, the index layer risk level and overall risk level of the project are concluded.Finally, this paper puts forward the corresponding risk response measures to the index layer risk levels of the project according to the results of the risk assessment and the index layer risk level.
