A Research Of Pricing Of Urban Residents Wastewater Treatment In Hebei Province

With the rapid development of economy and society and the improvement of people's living standard,the problem of sewage treatment has become an important issue for the government and the society.Charging sewage treatment fee is an important economic lever for the government to concentrate funds,increase the intensity of sewage treatment,and promote the development of sewage treatment industry.The determination of urban residents sewage treatment fee,not only relates to the healthy development of sewage treatment industry,but also relates to the vital interests of the residents.The article takes the pricing of urban residents sewage treatment fee in Hebei province for research object,aims for taking into account of interests of sewage treatment enterprises and residents,promoting the development of sewage treatment industry,improving the residents' awareness of sewage emission reduction,puts forward suggestions and countermeasures to formulate urban sewage treatment fee scientifically and reasonably,and to further improve the system of urban residents sewage treatment fee.The first part of this paper expounds the purpose and significance of the pricing of sewage treatment fee,outlines the structure and research methods,puts forward the possible innovation points,and summarizes the latest literature relating to the pricing of sewage treatment fee.The second part defines the related concepts,outlines the theoretical basis of this study,including market failure theory,regulation theory and public goods theory.The third part mainly introduces the practice of the pricing of sewage treatment fee at home and abroad,compares the practice of each country,and draws the inspiration to the pricing of Hebei sewage treatment fee.The fourth part introduces the historicalevolution of the pricing of sewage treatment fee in Hebei province and existing problems,studies the evolution of the laws and regulations,the chage of approved scope and the adjustment of charging standards;and analyzes the situation and problems of the pricing of sewage treatment fee in Hebei Province from pricing principle,charging standard,pricing procedures and pricing methods.The fifth part puts forward the ideas and the theoretical model of further improving the pricing of sewage treatment fee in Hebei province.Based on the average cost pricing method,and regional yardstick competition,the article constructs a fixed elastic pricing model after proposing sewage treatment fee pricing principle and analyzing the influence factors,employs EVIEWS16.0 for quantitative analysis and abtains the coefficient,and randomly calculates 5sewage treatment plant.The results show that the calculated sewage treatment fee can better ensure cost recovery of sewage treatment enterprises,and can be controlled in the range of affordability of residents.The sixth part summarizes the conclusions of this paper,and puts forward the inadequacies of this article.
