Construction Of High Standard Basic Farmland In Northeast Mountainous Area

More people and less land is our country's basic national conditions,nearly half of China's land area is hilly areas,these areas are the restriction of the terrain conditions,the cultivated land quality is generally not high,the food problem is increasingly prominent.And food problem is major issue related to China's economic development,social stability and national security.The construction of high standard basic farmland in mountainous area is the necessary way to protect cultivated land resources and ensure food security.Only by effectively developing and protecting cultivated land can we ensure food security,promote the rapid development of regional economy,and enhance the comprehensive national strength of our country.In this paper,through the statistical analysis of the basic farmland situation of Huanren in this typical mountainous area,using ArcGIS software and stacking method to analyze the area where suitable for high standard basic farmland construction,and summarizes the characteristics of the construction projects in the area of space selection,engineering cycle,design and construction,etc,and typical case analysis,and then summed up the characteristics and dilemmas of high standard basic farmland construction projects in the region,and puts forward the construction system and countermeasure method of the high standard basic farmland which is suitable for the mountainous area in Northeast china,and the conclusion is helpful to optimize the layout of the local cultivated land,to improve the quality of cultivated land,to promote the economical and intensive utilization of land,to achieve an effective improvement of the ecological environment of cultivated land.The main conclusions of this paper are as follows:(1)The basic farmland in the northeast mountain area is small in size,scattered in distribution,large in slope and poor in construction conditions.In the hilly area of northeast China,there are many slopes and less land,and the distribution of cultivated land is finely divided,poor concentration,the middle and low yield fields are larger,the agricultural base is backward,and farmland is waterlogging and drought severity,land use rate and output efficiency is not high,and the contradiction between people and land is becoming increasingly prominent.(2)The construction of high standard basic farmland in the northeast mountain region is characterized by long cycle,great difficulty,weak management and protection,and more limiting factor.Due to the special climate and terrain limitation conditions in the northeastern mountainous areas,the construction of high standard basic farmland construction projects must adhere to the principle of "adapting the local conditions and highlighting the key points".In the regional selection,should give priority to comprehensive conditions of basic farmland,suitable for the construction of the project area;in the project arrangement,should be developed along the river area,then hilly mountainous areas;in the use of water resources,the first is gravity irrigation,and then water irrigation,in the design of irrigation and drainage systems and field road network must ensure that the planning of the scientific and feasibility.(3)In the northeast mountains to build high standard basic farmland construction with many project sites,line length and area wide,we must scientifically determine the project area,in particular,emphasis on improving the farmland infrastructure,reasonable arrangements for the duration,improve public participation,improve the late management and protection measures.Effectively achieve an investment,long-term benefit,high starting point planning,high quality construction,high demand management and protection,efficient use,to ensure that the high standard of basic farmland construction to play the economic,ecological,social and comprehensive benefits.
