The Problems And Countermeasures Of Poverty Alleviation And Relocation Project Management In A County

In China,the poverty population has a large base and a wide distribution,mainly in rural areas,especially those in remote areas.A county is located in Sichuan and Yunnan and Guizhou provinces at the junction of mountainous areas,because of its natural conditions and geographical location are not conducive to production and life,so many local villages are in poverty,the state is listed as the list of impoverished counties.The causes of poverty in County A are:poor living conditions,traffic inconvenience,limited space for agricultural development,etc.A county is one of the most typical representatives of remote mountainous areas.Because these areas are not conducive to people living and living,agricultural production has no advantage,and other industries because of poor transportation and poor development.Therefore,to get rid of poverty will have to move out,and only moved to a place of development in order to escape poverty,we can see,A county to carry out relocation of poverty alleviation is the most suitable and very necessary.As of February 29,2016,the National Bureau of Statistics released in 2015 China's rural poverty population of 55.75 million,compared with 2014 decreased by 14.42 million,marking the second five-year poverty alleviation projects in this country the successful completion of this achievement is not Implementation of Relocation of Poverty Alleviation Project.At the same time,due to the different conditions of different regions,the progress of relocation of government organizations is not very smooth,and its influencing factors come from the subjective and objective.How to overcome these difficulties to complete the relocation task is worth exploring.Therefore,combining the field investigation and questionnaire survey,the author finds out the main problems affecting the relocation of poverty alleviation in A county,and puts forward the countermeasures of poverty alleviation and relocation work by combining theory with practice.As one of the members of the A-County Relocation Poverty Relief Working Group,the author really goes deep into the front line of the poverty alleviation and relocation work,and collects the primary data through the questionnaire survey on the relocation willingness of A county.I found that the relocation of county A is not very ideal,the author of 278 valid survey data,found the impact of villagers willing to relocate the factors there are three aspects,namely:the land to move to the distribution;Infrastructure construction;employment issues.In addition,the author found two problems from the actual situation of relocation of poverty alleviation,namely:A county vulnerable to poverty relocation work planning in the design of loopholes,and the removal of funds has exceeded the budget amount.The above-mentioned five aspects are the key and difficult points for the relocation of poverty alleviation in A County.If these problems can be solved,the relocation can be completed smoothly according to the process of relocation planning.So,how to further improve the relocation of poverty alleviation in A County has become an important part of this paper,the author found the work for the five problems found in the corresponding recommendations.Namely:the establishment of a sound mechanism for the relocation of the work;improve the relocation of fund-raising mechanism;rational planning of land and homestead;to strengthen education and other infrastructure to move to;improve the employment level of immigration.
