Research On Targeted Poverty Alleviation In Liangcheng County,Inner Mongolia

Poverty alleviation work has always been an important part of our national livelihood construction project.To achieve a comprehensive well-off society,poverty must be eliminated.Due to China's large population base and wide distribution,poverty alleviation work is difficult and poverty eradication is difficult and quick.Practical and practical methods are needed to help every poor population get rid of poverty and become rich."Precision poverty alleviation" is a major national policy that concerns the poverty-stricken people to get rid of poverty and prosperity.The theory of precise poverty alleviation is an innovative development in the theoretical system of socialism with Chinese characteristics.It is another major achievement of the Sinicization of Marxism and provides a Chinese template for the theory and practice of anti-poverty in the world.General Secretary Xi Jinping pointed out that to promote targeted poverty alleviation in rural areas and to increase support and assistance are inevitable requirements for achieving the goal of common prosperity.Therefore.this article takes the poverty alleviation work in Liangcheng County,Inner Mongolia as the research focus.Through literature inquiry,field investigation and other research methods,combined with the relevant theories of precision poverty alleviation,the practice process of precision poverty alleviation in Liangcheng County,Ulanqab City is deeply analyzed.:1.In November 2013,General Secretary Xi Jinping first proposed the concept of"precision poverty alleviation" while investigating poverty alleviation work in Xiangxi,and later formed the "precision poverty alleviation" theory in a series of speeches and surveys.Precise poverty alleviation must first ensure the accuracy of poverty alleviation targets,accurately find the poor families and populations in need of assistance,and enhance the accuracy,effectiveness,and sustainability of poverty alleviation targets.The idea of "precision poverty alleviation" is to reduce poor units to poor families and individuals.instead of providing large-scale assistance to poor areas,counties and villages.but more targeted and effective use of poverty alleviation resources to help Poverty objects.2.Introduced the practice process of targeted poverty alleviation in Liangcheng County:the establishment process of the targeted poverty alleviation mechanism.and analyzed the main causes of poverty,the health status of the poor households,the labor capacity,and the geographical distribution characteristics of the poor households in Liangcheng County.According to these characteristics of poor households,targeted poverty alleviation measures are provided,including industrial project support,financial loans,and ecological compensation,so that poverty alleviation policies are specific to villages to households.Through a series of anti-poverty measures,Liangcheng County achieved all poverty-stricken people out of poverty by the end of 2019,poor villages were delisted,and poverty-stricken counties took off their hats.3.Focused on the analysis of the problems and causes in the process of targeted poverty alleviation in Liangcheng County,mainly from three aspects:inadequate policy understanding,construction of grassroots poverty alleviation teams,and industrial poverty alleviation development model,follow,ed by analysis of targeted poverty alleviation in Liangcheng County Summary of work experience.from how to build a poverty alleviation team,understand and make good use of poverty alleviation policies,and take advantage of the opportunity of Beijing-Mengzhou poverty alleviation to introduce leading enterprises to promote local industry development,which provides Liangcheng County with the consolidation of poverty alleviation achievements and the connection with rural revitalization The basic conditions.this article describes the rural revitalization strategic planning of Liangcheng County from the cultivation of new farmers,improve the quality of agricultural practitioners.the development of digital villages,the establishment of rural e-comerce,and the development of advantageous industries.By studying the targeted poverty alleviation strategy of Liangcheng County,it can be used to observe the national poverty alleviation achievements brought by the targeted poverty alleviation policy.and to sum up the practical experience of poverty alleviation work in Liangcheng County,which has reference significance for the next step of rural revitalization.
