Analysis Of Poverty Alleviation And Relocation Willingness Of Poor Households In Xinrong District And Its Influencing Factors

The "13th Five-Year Plan" period is the decisive stage in building a well-to-do society in an all-round way.The issue of poverty is still the most prominent issue.In order to win the fight against poverty,we must ensure that the poverty-stricken people will stabilize themselves from poverty in 2020,In accordance with the requirements of precision poverty alleviation,it is imperative to solve the problem of poverty alleviation and development in the poverty-stricken population living in the “one country where water and soil can't afford one person's”.There is an urgent need to implement the policy of relocation and poverty alleviation and to move the poor to places with good production and living conditions.Solving their livelihood problems will help eliminate poverty,protect the ecological environment,and advance the process of urbanization.However,at present,poverty alleviation and relocation in our country still faces many problems and challenges.There is a problem of returning to poverty.Therefore,it is necessary to carry out research on poverty alleviation and relocation in order to provide a theoretical basis for poverty alleviation work.Xinrong District is located in Datong City,Shanxi Province,with poor natural conditions and backward economic development.In order to speed up the pace of poverty alleviation and prosperity in Xinrong District,combining with industry poverty alleviation,transferring employment poverty alleviation and other poverty alleviation methods,relying on the advantages of local resources,we can change places to help the poor to build villages and towns with characteristics.This paper through a field survey in Xinrong District,Datong City,adopts a questionnaire survey to investigate the relocation aspirations of poor households.At the same time,the factors affecting the willingness of the poor households to move are selected,and then the influencing factors are processed by using the binary logistic regression model to determine the factors that affect the willingness of the poor households to move.The results show that poor families have a strong desire to move and urgently hope to improve their living environment through relocation.The factors that have significant influence on the relocation are: the age of the poor households,the per capita net income per year,the main income sources,the cultivated land area,the building area,the convenient degree of transportation,the degree of understanding to the policy,the satisfaction degree to the compensation.Finally,according to the results of the model,combined with the survey results of farmers' willingness to move,the following countermeasures and suggestions are put forward:strengthen policy publicity,let farmers fully understand the national poverty alleviation policy,improve the compensation standard,and remove the concerns of farmers' relocation;Weshould improve the mechanism of raising funds to provide funds guarantee for the relocation;perfect the moving mechanism to ensure the smooth development of the relocation work;broaden the channels of increasing farmers' income and realize the stable poverty relief of poor households.
