Research On The Problem Of Unified Market Supervision

Over the past 30 years of reform and opening up,China's market economy has undergone tremendous changes,the socialist market economic system has been established and embarked on a comprehensive and unified development path gradually.Just because of the the rapid development of market economy system,the market supervision should be improved according to the reform practice.Since 2009,Shenzhen took the lead in the implementation of the unified market supervision system reform,then other provinces explored the ways of reforming according to their practices.Renxian County Market Supervision and Administration Bureau was established in August 2015,was combined by the former Renxian County Trade and Industry Bureau,Renxian County Quality and Technology Supervision Bureau and Renxian County Food and Drug Administration merged.Judging from the current situation of the unified market supervision system reform,although the approach is different,there are still many problems in the practice.In order to explore the causes and solutions of the problems,to enhance the comprehensive understanding of the unified market regulation,I visited the three departments,and took in-depth talks with the leaders of the Department and staff to get their views,as in the early stage of writing,Renxian County Market Supervision Administration Bureau has not been merged.By reading a series of policy documents,I established the general direction and the research content of the thesis;Then I experienced the process of reform and was keenly aware of the problem.I made the questionnaire for different types of personnel to collect more comprehensive and detailed information and data,and this laid the foundation for the paper;In the process of writing,I adopted the method of quantitative analysis and qualitative analysis of the collected information and data thoroughly,using the related theory of public management to analyze problems and reasons,and found out the solution strategy to solve the unified market supervision,as well as the future direction of unified market supervision.In this paper,I took the forming process and the present situation of Renxian County unified market supervision as an example.Through the study of the basic theory--analysis of necessity--analysis of feasibility--analysis of status--analysis of problems and reasons--analysis of countermeasures,this thesis is divided into five chapters.The first chapter describes the research background and significance of this paper,introduces the research status of domestic and foreign scholars in related fields,and defines the research objectives and innovation.The second chapter describes the theoretical basis of the unified market supervision system.The First is the concept of unified market supervision.Followed by is the analysis of the related theory of unified market supervision system,Finally analyzes the necessity and feasibility of the implementation of a unified market supervision.The necessity is the drawbacks of decentralized supervision,in urgent need of a unified market regulation reform.The possibility is because unified market regulation has a strong realistic foundation and advantage.The third chapter analyzes the current situation of the unified market supervision,which is divided into four parts.The first part focuses on the analysis of the policy and practice of unified market supervision reform from the national level.In the second part,the author selects the typical models of the unified supervision of the local level,Shenzhen model,Zhejiang model and Tianjin model,as the typical analysis of the model.The third part and the fourth part focuses on Renxian County reform lay the foundation of the next step of the question and the reason analysis;the fourth chapter describes the implementation of a unified market supervision system,in the current process what problems still exist,what is the reason behind and find the basis for countermeasures.According to the above analysis of the problems and reasons,The fifth chapter describes the suggestions of perfecting the unified market supervision,such as straighten out the internal and external institutional mechanisms,strengthen comprehensive capacity construction and promote the modernization level of market supervision and other countermeasures and suggestions.
