Research On Development Countermeasure Of Farmer Cooperatives Internal Capital Mutual Aid Organization In Heilongjiang Province

In recent years,farmer cooperatives internal capital mutual aid organization have become the new bright spot of rural financial development,playing an important role in alleviating the financing difficulties of farmers,enriching the rural financial system and promoting the rapid development of rural economy.Since 2008,the government has first established farmer cooperatives internal credit cooperation,the central government has gradually guided and standardized the pilot projects of farmer cooperatives internal credit cooperation from 2008 to 2017,and farmer cooperatives internal capital mutual aid organization have become increasingly effective.In this context,Heilongjiang Province actively explores the development of farmer cooperatives internal capital mutual aid organization,which is now in its early stages and developing fastly.but overall,compared with other domestic farmer cooperatives internal capital mutual aid organization,there are still exist a certain gap,its development in the face of the problem has become increasingly prominent.Based on the importance and urgency of the development of farmer cooperatives internal capital mutual aid organization in Heilongjiang Province,this paper studies the development countermeasures of the farmer cooperatives internal capital mutual aid organization in Heilongjiang Province,and aims to promote their healthy,efficient and sustainable development,to alleviate the contradiction between farmers credit demand and rural financial supply,to enhance the rural financial service ability,and finally to realize the rapid development of rural economy in Heilongjiang Province.Based on farmer cooperatives internal capital mutual aid organization in Heilongjiang Province,this paper defines their connotation and characteristics,and studies their development countermeasures by using the method of literature research,investigation research,combining normative and empirical analysis and combining induction and deductive method on the basis of inclusive finance theory,rural cooperative finance theory,dissipative structure theory and property rights theory.Firstly,the paper analyzes the present situation,problems and causes of the development countermeasures of farmer cooperatives internal capital mutual aid organization in Heilongjiang Province based on the data collection and field research results,and sums up that the causes mainly be legislation lagging Policy is not operational,credit reluctance of financial institutions nonstandard internal organization construction and civilized development lagging of rural mutual aid and cooperation;Secondly,this paper innovatively uses AHP-DEMATEL model to make a comprehensive analysis of the influencing factors of the development of farmer cooperatives internal capital mutual aid organization in Heilongjiang Province,and determines the influencing degree for the factors,such as the total amount of capital,internal governance,members mental awareness,policy support and president capacity.Thirdly,combined with the successful experience of the development of demestic typical farmer cooperatives internal capital mutual aid organization,and concludes that farmer cooperatives internal capital mutual aid organization in Heilongjiang Province should focus on optimizing share capital setting mechanism,improving capital loan system and strengthening risk prevention construction;Finally,by the above normative and empirical analysis,this paper provides some countermeasures and suggestion for farmer cooperatives internal capital mutual aid organization in Heilongjiang Province from the perspective of improving organizational system and optimizing external environment.Confined to capacity and paper space limitations,this paper does not deeply analyze the problems like share capital setting mechanism,and will improve the discussion about the relevant problems in the future.
