Overcapacity problem has always been troubled by China's economic "crux",in the international financial crisis and the impact of several times after the expansion of capacity,overcapacity problem has become China's economic operation of the most deadly "malignant tumor",the community on the Overcapacity issues of great concern,the central economic work conference will be "to production capacity" to implement the economic work in 2016 one of the five major tasks.Capacity utilization indicators can be more directly reflect the problem of overcapacity,therefore,capacity utilization is a reasonable measurement method,the impact of overcapacity factors,and how to develop relevant policies to effectively implement the "to the production capacity" of the task has been Become an urgent need to solve the problem.This paper will measure and compare the utilization rate of China's industrial capacity from the provincial and regional levels,and carry out theoretical and empirical analysis on the factors influencing the utilization rate of industrial capacity,and provide decision-making reference for the government to solve China's industrial excess capacity more effectively.Based on the theoretical analysis of the factors affecting the utilization of capacity,this paper chooses the variables such as economic cycle,capital intensity,local government intervention,proportion of state-owned enterprises,industrial structure and opening to the outside world.By constructing a fixed effect model,The utilization rate and technical efficiency of the provinces and cities are analyzed by regression analysis.The conclusion is that the capacity utilization and the technical efficiency all show the procyclicality,and the local government budget revenue is beneficial to the utilization of the production capacity.Capital intensity,local government intervention,local government budget expenditure,industrial structure,foreign direct investment and other factors have a negative impact on the level of capacity utilization,foreign direct investment has a positive impact on technical efficiency.Based on the previous theoretical and empirical analysis,in order to improve the utilization rate of industrial production capacity and slow down the excess capacity,the following policy suggestions are put forward: one is to speed up the transformation of economic development mode;the second is to reform the performance evaluation and fiscal and taxation mechanism;third is to promote the reform of state-owned enterprises;Four is to improve the production factor market system;five is to improve the industrial industry information statistical system;six is to promote the income distribution system reform.
