Research On The Rate-making Of Regional Yield Insurance Of Wheat Based On Risk Zoning

Agricultural insurance is an important way to disperse the risk of agriculture and protect farmers' income.In recent years,due to the party and government's importance,the development of agricultural insurance in China has made remarkable achievements.However,the moral hazard,adverse selection,and low level of protection issues have come with the achievements,As a new type of insurance,the regional yield insurance can give a good solution to these problems.Improving the agricultural insurance risk zoning and floating rate mechanism are required by CIRC in November 2015.wheat in Henan,for example,this paper focus on the study of two issues:first,conduct risk zoning for the eighteen cities in Henan Province.second,based on the results of the risk zoning,determine the rate of regional yield insurance.First,on the basic of reading and summarying a large number of relevant literature,propose the necessity and feasibility of the regional yield insurance.At the same time,try to deeply understand the relevant theories,which include risk diversification theory and the methods of determining the rate of regional yield insurance.Secondly,On the basis of the use of non-parametric information diffusion model for comprehensive risk assessment with wheat in Henan,select the "yield coefficient of variation","Scale Index","efficiency index","the probability of integrated disaster losses being more than 4%," " the probability of integrated disaster losses being more than 10%,"and other three indexes,conduct risk zoning for the eighteen cities in Henan Province by factor analysis and cluster analysis.By SPSS18.0,the eighteen cities in Henan Province is divided into three risk levels,they are low risk area,moderate risk area and high risk area.Finally,referring to the result of risk zoning,build distribution model of every risk area by easyfit5.4.then,calculate a differential premium rate of the three risk areasby Matlab and propose many advices which include the implementation of the regional yield insurance,the different rates,different financial subsidies,and enhance the resilience of the high-risk areas,perfect the laws and regulations which are related to policy agricultural insurance.
