The cost control of the construction project is one of the most concerned management contents of the owners.From the beginning of the project,until the end of the financial accounts,the cost control runs through the whole process of the project life cycle.Our national economic pattern is changing,the national economic growth slowed down,the land market prices continue to rise,the current pillar status of the real estate industry is quietly changing,small and medium-sized real estate development enterprises have also experienced a severe test.Residential area development market competition in similar products tend to white-hot,how to share the profit "cake" in the "silver age" of the real estate,change the original extensive cost control model is particularly important.In the pre-construction planning stage,a reasonable and accurate target cost should be set up.On the other hand,the construction project is carried out in a dynamic environment,so we must also consider cost control as a dynamic management process.This paper discusses the problems and causes of the cost management process of the project,and uses the target cost management method and the dynamic cost management method to optimize the cost control scheme,from the organization,technology and Economic and other aspects of the proposed cost reduction measures for the project construction cost control opened up a new way.The first chapter reviews the development process of project cost management,and expounds the advantages and disadvantages of domestic and foreign real estate project cost control methods.On the basis of literature and theory,this paper discusses the design of cost control scheme for this project.The second chapter introduces the background of the construction of the project and analyzes the current situation of the cost management.Through the field investigation,the paper discusses the cost of the project in thedesign and bidding,the project implementation and the completion of the settlement,and analyzes the problem from different stages cause.In the third chapter,the objective cost decomposition calculation and the contract planning system are carried out in the second phase of the project,and the cost account is subdivided into the specific responsibility department to guide the bidding and the signing of the contract to ensure that the amount of the contract is controlled within the target cost.The establishment of dynamic cost monitoring account,on a regular basis to the actual occurrence of the contract,design changes,on-site visa and charge amount entered the account,the trend of the cost of the difference analysis,the cost of overcrowding may be early warning,A targeted approach to overdrawing subjects or responsible units to reduce their expenses.In the project completion and settlement period to the amount of engineering accuracy,the authenticity of the full review of the price,the final cost of the final review.The fourth chapter of this paper has developed the system cost control guarantee measures to ensure that the project cost control in the target red line range.The first is to establish a full cost consciousness,the establishment of target cost responsibility system,engineering,cost,marketing,finance and other departments unified collaboration,all-round implementation of the target cost.Followed by the early optimization of design,rational use of new technology,new materials,new technologies,strict construction quality.Finally,targeted control of labor costs,materials and machinery costs,in the project marketing,office management and financial settlement and other aspects of strengthening management,comprehensive control of cost.
