Research On The Transformation And Upgrading Of The Construction Industry Under The Supply-side Reform

At present,China's economic development has entered into the new normal period,the demand of the transformation and upgrading is being more urgent.Although the construction industry is still a pillar industry of the national economy,it faces some prominent problems,such as the regulation mechanism is not sound,the allocation of resources efficiency is not high,which increasingly restricts the sustainable development of industry.To speed up the construction industry transformation,we need to adhere to new scientific ideas,take an comprehensive analysis of the key links and key areas of transformation.Paper takes the construction industry transformation and upgrading as the study main line,uses qualitative and quantitative methods to expand analysis from model building,ideas,transformation path,institutional system and index evaluation.Firstly,paper carded the industry's situation from three aspects,“government-market-the third party”,“economic-social-environmental” benefits,“technology-capital-labor”,and cleared that the bad coordination mechanism of government,market and the third party is the root cause of lower performance,which laid a foundation for further study.Secondly,through the construction of the industry transition model,paper carded the opportunities and challenges the industry ' s facing,gave the ten major characteristics of after-upgrade industry;From the value transfer rule,paper proposed the macroeconomic characteristics and changes in market supply and demand is the key to understand the industry's value transfer,cleared the value transfer direction in the new economic phase;On the basis,paper gave the new development ideas the industry adhere to,namely,innovation,coordination,green,safe and sharing.Thirdly,through the research of literature and government policy,paper gave the transition paths in government,industry regulation,enterprise transformation and project implementation;Built the smile curve model,and put forward the industry smile curve's upgrading should stick to give play to the role of the government public service,improve the enterprise management,promote the upstream and downstream extension,strengthen industrial chain integration;Combined with the study,filtrated four critical path of construction transformation,namely,comprehensive advancement of prefabricated building,information application of "Internet + BIM" as the main mode,optimization of construction market environment and promotion of personnel quality;Constructed the construction transformation "target-power-institution" model,put forward the overall goal of forging the industry's transformation and upgrading version and seven divisional targets,combed six transformation dynamics,such as Streamlining government and Delegating authorities,“12th Five-Year” planning,new-type urbanization etc,built the institutional system in industry,enterprises,projects,safeguard measures.Finally,constructed the construction industry transformation index(TICI)evaluation system.Cleared the meaning of TICI in theory deepening,planning reference and transformation monitoring,determined four recognition methods,such as the brainstorming method,Delphi method and so on,established TICI indicator system by seven primary indicators including industrial structure,project implementation,quality and safety,corporate management and governance,professional talents,prefabricated construction and industry image,22 secondary indicators and 75 level-3 indicators,and cleared the method and questionnaire of the weighing value calculation,put forward TICI empirical analysis steps.Systematic analysis indicates that the industry's transformation should achieve the transformation of development mode in industry level,innovation of management way in enterprise level,change of organization way in the project level.
