Food safety is a top priority of people's livelihood,which easily lead to social risks and affect the sustainable development of national economy and society.In recent years,food safety incidents occur more frequently,cause the concern of the public extensively,influence the economic and social development deeply.In recent years,the frequent occurrence of food insecurity in China has led to a serious public security problem,becoming the focus of widespread concern in the community.In the existing food safety regulation,the local government has become the subject of food safety regulation,and the behavior of the local government is subject to the available financial resources and institutional environment.China's current financial system is in constant adjustment,decentralization trend increasing,and how to allocate financial resources and promote the government food safety regulations efficiently are urgent problems to be solved.Making the government food safety regulation clear under the fiscal decentralization is a key issue.It is conducive to the further improvement of the fiscal decentralization system and the government food safety regulation,which is helpful to the establishment of the modern financial system and the improvement of the national governance ability.We set the government food safety regulation under the fiscal decentralization as primary research object,using the multidisciplinary theory of public economics,regulation economics,information economics and econometrics,combining theoretical analysis and empirical analysis methods,carrying out a basic research on this subject.First of all,from the current situation of the government that decentralization intensified,this paper elaborates the significance on the food safety regulation in the context of fiscal decentralization.Hence,it is urgent to study the subject from a macro finance perspective.Secondly,the paper makes a simple analysis on the mechanism of fiscal decentralization influencing the status of food safety regulation,by reviewing the related research on fiscal decentralization and food safety regulations at home and abroad,the historical evolution of China fiscal decentralization and food safety regulation,and summarizing the logical relationship between fiscal decentralization and social public goods supply.Thirdly,in order to make a empirical test of theoretical analysis,this paper selects relevant indicators and constructs the empirical analysis of the panel data used in themodel.In this part,employing in Chinese provincial panel data from 2007 to 2014,this paper constructs an empirical model from multi dimension including time and regional,to analysis the impact of fiscal decentralization on government food safety regulation and conduct a robustness test through the negative binomial regression,and to discusses the feedback effect of budget scale constraint and government competition,as well as the differences between different regions.Finally,the study founds that,fiscal decentralization has a negative impact on government food safety regulation status.At the same time,the scale of budget constraint and the government competition also have some feedback effects.In order to reverse the adverse effects,this paper puts forward some suggestions,such as reasonable matching of administrative power and financial power,increasing government expenditure on food safety regulation,formulating targeted regional policies and rationally guiding government competition.
