So far,the research direction of scholars mainly depends on the relationship between fiscal decentralization and economic growth,while ignoring the internal mechanism of government fiscal decentralization for economic growth.Studying the efficiency of public service provision can effectively provide the efficiency of government.The evidence proves to provide a reference for the internal mechanism of fiscal decentralization and economic growth interaction.However,the relationship between fiscal decentralization and public service supply efficiency has not received enough attention in China.In order to explore the various reasons for the success of this reform,the relationship between public service supply efficiency and fiscal decentralization has been highly concerned by foreign theoretical circles.Many foreign scholars have conducted in-depth research on the relationship between them from different dimensions.However,unfortunately,due to the choice of fiscal decentralization level and the measurement method of public service supply efficiency,the difference of premise,hypothesis,empirical model and estimation method,the empirical analysis results of scholars presenting two opposing views that fiscal decentralization and public service supply efficiency have positive or negative correlations.This paper selects the medical industry as the main input party of the government as a medium to observe the efficiency of China's public goods supply.Data Envelopment Analysis(DEA)based on production frontier are the mainstream methods for measuring input-output efficiency.After extensively drawing on previous research results,this paper uses the most rapid development and normative DEA-Malmquist index method in the world to measure the supply efficiency of Chinese medical public goods from 2001 to 2016.Since the Malmquist index method can be single-input and multi-output,based on the previous literature,this paper select the medical expenditure in the public budget expenditure as the input amount.Then select the number of registered nurses,health technicians,beds in health institutions.and health institutions as output,measuring the government's medical public goods supply efficiency.The results show that the supply efficiency of medical public goods is generally high,and there are differences between provinces and provinces,but the difference is not big.Then the paper uses the PSTR model to simulate the fiscal efficiency of China's fiscal decentralization.The results show that China's fiscal decentralization has a significant nonlinear impact on the efficiency of public goods supply.?Y/?DEC is probably at-0.15 to 0.28.When fiscal decentralization is low,the increase in fiscal decentralization will reduce the efficiency of public goods supply.When the degree of fiscal decentralization is high,fiscal decentralization will increase the efficiency of public goods supply.At the end of the paper,combined with the empirical results,the following policy recommendations are proposed: we should continue to scientifically improve the level of fiscal decentralization in China,so as to cross the side-effect interval when fiscal decentralization is low;strengthen the supervision law,anti-corruption and other related systems to regulate the fiscal decentralization and prevent corruption;changing the proportion of GDP in the official assessment method,reducing the tendency of officials to damage the people's livelihood to increase GDP.
