China has experienced a period of rapid development since the reform and opening, the current economic growth rate has declined. The physical capital-oriented economic growth mode, with the arrival of the knowledge economy,is gradually replaced by human capital.Human capital has promoted the development of China's economy in many ways, and studies on the relationship between human capital and economic growth is important for the formulation of the next stage of economic development. As the starting point of this research,we first make a clear definition of human capital.Through sorting out literatures both domestic and foreign,we find that there are many dimensions of human capital, including education and health perspectives. Some scholars think that production and R&D will have an impact on the stock of human capital. In fact, human capital and economic growth have the same attributes, they are not only about quantity also include qualitative nature, but the existing literature usually only consider expansion in quantity, while ignoring the improvement in quality. This paper divides human capital into two aspects: human capital stock and human capital quality, and analyzes the development of human capital quality. We construct a comprehensive index of human capital quality, which is analyzed by factor analysis through SPSS software. In the process of analyzing the human capital quality index,it is found that the human capital investment is relatively large in the areas with high economic development level, and the corresponding human capital quality index is relatively high.In the relatively backward areas, there is in lack of strong economic performance, they invest in human capital is relatively small, resulting in a lower level of human capital quality. We find that the distribution of human capital quality exhibits pattern of high-high,low-low,which shows the development of human capital may be affected by neighboring provinces. We analyze the relationship between regional economic growth and human capital quality which is carried out by factor analysis.Taking into account the inter-relationship between regions, the spatial effect is added on the basis of the panel model. The fixed effect model was used to analyze the provincial data from 2001 to 2015 through Matlab software.By analyzing the economic growth of provinces in China,we think there may be convergence phenomena between provinces in China.Ordinary panel and spatial panel model were used to test the convergence between inter-province.By comparing the feasibility of the two models,we finally choose the spatial panel model as our empirical model.Empirical analysis shows that there is a conditional convergence in the provincial economy, and the convergence rate is about 2.4%,which is close to the convergence rate of 2% in the foreign literature. At the same time,it is found that the coefficient of human capital quality is significantly positive for the growth, indicating that the quality of human capital has a strong effect on economic growth. Therefore,We hold it is important to invest in the human capital and promote the conversion from human resources to human capital stock and the transformation of human capital stock to the human capital quality, which will help relieve the current unbalance situation of China's economy, though it is necessary to investment in the physical capital.
