In the important period of transformation of economy and upgrading of industrial structure, the financial industry must play an important historical role in the whole reform process, through optimizing allocation of capital and leading capital flow effectively. As the core of China’s financial industry, the scale and efficiency of commercial banks will directly affect the entire financial system and even the national economy. However in recent years, with the accelerating of marketization of interest rates and financial deepening reform, the commercial banks’share reform and policy dividend are gradually disappeared, facing the new complex situation and changeful financial environment. So the evaluation of the commercial Banks’efficiency, both in academic theory and social practice, has certain guiding significance.Based on the comprehending efficiency theory and summarizing the research and conclusion of the domestic and foreign commercial banks on Data Envelopment Analysis (DEA) method, this paper use Relational Two-Stage DEA Model, dividing funding and operating stage, to research the technical efficiency, pure technical efficiency and scale efficiency of13listed commercial Banks in China from2007to2012based on the static cross section of the panel. And on this basis, emphasize the necessity of evaluating dynamic efficiency, building relational two stage DEA Malmquist index to measure the dynamic efficiency of commercial banks in China. On this basis put forward some rational policy suggestions.In this paper, the main conclusions are as follows:(1)Technical efficiency of Chinese commercial Banks is generally low, which is mainly caused by invalid scale;(2) In terms of efficiency, state-owned banks are lower than shareholding banks, but more effectively in fund-raising stage;(3) Efficiency of commercial Banks in the operating stage is higher than that of funding stage;(4) The whole commercial bank efficiency level is in a rising phase, but greatly influenced by macroeconomy and policy;(5) Technological progress is the main factor for the productivity level.
