Poverty is a difficult problem that China is currently struggling to solve,and Xinjiang,which is rich in resources and abundant in resources,is one of the major poverty areas in China.Accurately solving poverty problems according to regional characteristics is of great significance to the development of Xinjiang's economy,the improvement of people's living standards,the consolidation of frontier stability,and the goal of building a well-off society in an all-round way.Xinjiang's southern Xinjiang tri-state is one of China's fourteen concentrated contiguous areas,and it is the key battlefield for poverty alleviation in Xinjiang in the next few years.With the development of tourism,tourism poverty alleviation is an important means of poverty alleviation and poverty alleviation in the three southern states.The Hetian area is located at the southernmost tip of Xinjiang and has many characteristic tourism resources.At the same time,seven counties and one city in Hetian area are national poverty-stricken counties.Therefore,the paper analyzes the spatial and temporal differences in economic efficiency and the related factors affecting poverty alleviation caused by tourism poverty alleviation strategies in Hetian area,finds the root causes,and proposes corresponding strategies for the reasons,thus effectively promoting the healthy development of tourism economy in Hetian area.To effectively improve the efficiency of tourism poverty alleviation.This paper selects the three-stage DEA-Malmquist index method to measure the economic efficiency of tourism poverty alleviation in Hetian area in 2011-2017,and analyzes the reasons for the difference in efficiency between counties and cities.In the content:(1)combing the domestic and foreign related literature on tourism poverty alleviation,expounding the theory used in the article;(2)constructing the economic efficiency evaluation system of tourism poverty alleviation in Hetian area;(3)using the three-stage DEA-Malmquist index for 2011-In 2017,the economic efficiency of tourism poverty alleviation was measured and analyzed;(4)Combining the economic efficiency of tourism poverty alleviation in the Hetian area with the Malmquist index for time evolution analysis(5)Based on the empirical results,the conclusions were made and relevant policy recommendations were proposed.Through the research of this paper,the following conclusions can be drawn:(1)After removing environmental factors and interference factors,the economic efficiency and decomposition efficiency of tourism poverty alleviation in counties and cities in Hetian area have changed significantly.(2)After analyzing the input and output data of the third stage by Malmquist index,it is found that there is a significant difference in efficiency change between the Hetian area during the study period,which shows a trend of increasing poverty alleviation efficiency.(3)The scale efficiency is more important than the pure technical efficiency to the economic efficiency of tourism poverty alleviation.Judging by the coefficient of variation,the efficiency gap between counties and cities in Hetian area is shrinking and there is a trend of convergence.(4)Based on the changes in the economic efficiency and efficiency of tourism poverty alleviation in counties and cities in Hetian area,the existing areas can be divided into four development types: backward type,development type area,mature type area and fading type area.The paths evolving with time in counties and cities in Hetian area are presented as three evolution modes: stable evolution,progressive evolution and complex evolution.
