Research On The Follow-up Auditing Of Pro-growth Initiatives

In order to cope with the new normal situation and the new pattern of China’s economic development,the CPC Central Committee and the State Council have come up with a series of policies on "steady growth,structural readjustment,further reform,benefiting the people,security and risk prevention".For this series of policies are used to ensure economic stability and rapid growth,they also been known as "the pro-growth initiatives ".In order to ensure the pro-growth initiatives implemented,the CPC Central Committee and the State Council require the audit institutions play the role of "catalyst" actively,organizing the follow-up audit on pro-growth initiatives.Do the follow-up audit on the pro-growth initiatives is not only the duty of the audit institutions,but also the main task for them.Implementing the pro-growth initiatives not only requires the audit institutions to audit,to analyze,to suggest,but also to strengthen the audit institutions’ suggestions in some effective way,which is the only way to promote the industrial structure adjustment effectively,deepen the reform process.Follow-up audit can be regarded as a new audit mode,which is often used in the area of government investment for its unique characteristics,especial in the major project directly relate to national interest and people’s livelihood.Through tracking of the major projects,reveal the problems which could happen in the procedure of operation,try to reduce the risk of running the projects’ fund,improve the efficiency of project funds to ensure that the project can really be implemented.The more advantages of the follow-up audit appear,the more applications be used.After the area of government investment,the follow-up audit is also applied to the field of public policy,which evaluates the public policy in key areas on the legitimacy,the effectiveness and the prospect,reflects the risk in the procedure from policy making to implementing,avoid the disadvantages in the processing,achieve the purpose of promoting the policy operation’s level.After a continuous exploration,we now use the way of follow-up auditing to promote the pro-growth initiatives,through the whole process of audit supervision,tracking the pursuit of the pro-growth initiatives’ specific implementation,revealing problems exist in the practice processing,analyzing the deep-seated reasons of problems,and putting forward the corresponding countermeasures and suggestions.This paper analyses the definition,characteristics and classification of the follow-up audit,researches the concepts of the pro-growth initiatives follow-up auditing,such as the fundaments of law,the practical foundation,implementation background,implementing contents,implementation significance,aims to state the pro-growth initiatives follow-up audit’s rationality,legitimacy and compliance.Take C City’s experience in pro-growth initiatives follow-up auditing as an example,which can demonstrate the feasibility of polices implementation through follow-up audits.On the basis of the research,the shortcomings of the follow-up audit should be improved and perfected,the audit system also will get further development and improvement.
