Research Of Hebei Rural Land Transfer Under The Background Of The Coordinated Development Of Beijing-Tianjin-Hebei

Transferring agricultural land contract rights is an important institutional change happened in the economic and social development of China.It's also the necessity to optimize the allocation of the land and labor resources,increase farmers' income and realize agricultural modernization.Hebei Province is the most concentrated area of agricultural development in the Beijing-Tianjin-Hebei Region,accelerating the instruction of the rural land transfer market is critical to improve agricultural modernization and new-type urbanization of Hebei Province and support the coordinated development of region.In order to explore the status of Hebei land transfer market,we research from different perspectives,including analyzing the transfer wish of farmer and the income effect of land transfer.In addition,we propose specific countermeasures and the suggestions based on the results of research.This paper is divided into the following sections.The first part,summarize and conclude the domestic and foreign research progress and status,define the core concepts and combine the basic theory of land transfer.The second part,construct a mathematical model to analyze the farmers' decision-making behavior whether to participate in land transfer,do empirical analysis from two points including the factors influencing farmer's behavior and the change of farmer household income.The research results show that characteristics of head of the household,the household itself and the village are all the key factors affecting the decision-making.Participating in the land transfer,whether turning into or turning out both are beneficial to increase the household income.The third part,analyze the situation,characteristics and problems of Hebei rural land transfer,then digit the deeper reason.Overall,the land transfer has speeded in recent years,but it is still in low level.There are a series of problems including non-standard transfer procedure,low incentive of farmers' tocirculate,short term of circulation and infringement of farmers' interests.Incomplete rural land circulation market,unsound rural social security system,insufficient rural financial support and poor economic development are restrictive factors of Hebei rural land circulation.On the basis of above research,we analyze the general requirement and the influence of the coordinated development of Beijing-Tianjin-Hebei on Hebei rural land circulation from two points.One point is the opportunity and challenge the coordinated development of Beijing-Tianjin-Hebei brings to Hebei rural land circulation,another point is the influence of the coordinated development of Beijing-Tianjin-Hebei on farmers' decision-making.Then,we put forward relevant countermeasures and suggestions.The possible innovation points in this paper include: combining the rural land transfer with Beijing-Tianjin-Hebei collaborative development,studying the land transfer problems from farmers' micro decision-making.
